ABOUT OVER-18 HOUSING PROGRAMS : Our transitional and independent living housing programs serve young people ages 18-24 in assisting with accessing tailored services to support their development of essential life skills needed to live independently.

POSITION SUMMARY : Under the supervision of the Program Manager 3, the Housing PM 2 is responsible for the management, accountability, and supervision of Program Manager 1 and development and delegation of intensive services in recognition of serving the whole person on their journey to stability and thriving. The Program Manager 2 will provide day-to-day supervision, leadership, and management of the PM 1 and program residents, such as coordination and continuity of case management services across YouthCare programs/services and other service providers. In conjunction with other program leadership and staff, the PM 2 task is to manage a safe and caring therapeutic environment for vulnerable young people in residence while leading program systems implementation and continuation. The position requires strong organizational, supervisory, and administrative skills, as well as competencies with innovation, leading, and the ability to be manage team members through crisis situations.

ESSENTIAL DUTIES:

Oversee the day-to-day operations and supervise the program and coordination of services

Hire, supervise, coach, and develop Program Manager 1 (PM 1) staff while providing regular feedback during supervision.

Manage discipline process for PM 1 role if performance challenges arise.

Assess PM 1 performance and complete a 90 day and annual Performance Evaluations for all direct reports.

Assess and manage crisis situations and/or find coverage for emergency shift needs as the on-call manager for the Young Adult Housing Department. Create monthly on call rotation calendar for on call manager schedule. Cover emergency shifts as needed.

Lead the safety and security of facility in a clean and orderly fashion including household activities such as use of kitchen, bathrooms, and laundry facilities. Ensure the overall cleanliness of the facility by monitoring weekly chores, and client and staff cleaning expectations.

Assign monthly staff work schedules and responds to all Youth Counselor staff leave requests. Ensures that minimum staffing and appropriate supervision levels are continuously met per city, state, and federal, and contract requirements.

Develop, manage and monitor client assistance and program budget including training schedules and resources

Provide overall staffing plans and program leaves or vacation requests ensuring appropriate coverage for programs.

Lead the development of annual program budget including general spending plans.

Guide intra-agency and interagency support and services to participants, including face-to-face counseling, advocacy and transportation and assisting young people in meeting their basic needs and self-identified goals.

Delegate action steps necessary for the assistance of young people in meeting their basic needs and self-identified goals to the Youth Counselor team.

Steer the implementation of best practices in milieu settings, financial management, and staff accountability.

Conduct and provide feedback on Performance Evaluations for all direct reports.

Shepard the program leadership team in completing reports, team documentation, and financial management.

Ensure promptly report needs for facility repair through the facilities reporting system while verifying need of request

Provide on-site supervision of young people during scheduled shifts in the milieu, facilitating activities, preparing and serving meals and help oversee the safety and cleanliness of the facility, including the restrooms, laundry room, the community room, and adjoining deck. Perform light janitorial work, including vacuuming carpets; taking out trash; sweeping/mopping floors; and similar tasks.

Conduct all intake and exit sessions with young people and residents. Complete accurate and timely related paperwork including intake and exit paperwork, progress notes and attainments. Submit client progress notes, attainments, and other required reports in a timely manner. Ensure all client-related data is both current and accurate in YouthCare’s Client Management System.

Lead coordination working collaboratively with other YouthCare programs, families, school district professionals, DCFS/DLR personnel, staff from other agencies, etc. This position requires that you assist, support, and communicate with Career Coordinator in engaging young people in participating on developing and following individualized education, employment and life skill plans and activities.

Develop and lead documentation of Service Plans with participants that include connection with family, other YouthCare programs, or external providers as appropriate. Delegate tasks to staff and in cohesion with PM 1 ensure follow-through. Schedule and attend interim reviews with participants and appropriate Staff.

Regularly conduct review/audits of case files and case manager data entry to ensure compliance with agency and funder guidelines. Ensure program fees are accurate and collected on a timely basis.

Oversee the maintenance of client files to adhere to licensing and contractual obligations and guidelines as outlined by YouthCare and funders.

Responsible for taking emergency and staffing calls as needed and holding on-call hours, including answering and responding to emergency program calls and providing on-site coverage

QUALIFICATIONS -

MINIMUM REQUIREMENTS:

3 or more years of experience working with young people experiencing homelessness or vulnerable young people

2 years of case management experience.

High School Diploma or GED.

Experience and credentials must comply with program contract requirements.

PREFERRED REQUIREMENTS:

1 or more years of experience documenting outcomes for grant compliance.

1 or more years of supervision experience.

BA in social services, education, or related field.

Leadership or teaching experience with Opportunity Youth or similar nontraditional populations.

Course work, experience, or training in education, child or human development, chemical dependency, mental illness, group dynamics, residential treatment, or related experience highly preferred.
