TENANT LIAISON/ LEASING AGENT

The Tenant Liaison/Leasing Agent will perform the function of leasing units owned/managed by Community Action Center. Tasks will include: advertising, processing applications, leasing, maintaining forms, processing complaints, grievances and notices. This position is overseen by the Rental Property Manager.

JOB DESCRIPTION

Program Functions:

Greet walk-ins, answer phone, disseminate rental property information via mail, e-mail, phone, in person or fax.

Process applications – Assist in the completion of applications, review application for completeness; Fax application to AcraNET; Meet with applicants to complete verifications; Notify applicants of approval and set up lease signing.

Maintain forms as necessary.

Assist with the certification and recertification of residents.

Show units, review applications, obtaining necessary verifications to determine eligibility and informing applicants of eligibility.

Prepare leases, lease renewals and annual tenant eligibility recertification.

Conduct leasing appointments, review all lease documents and House Rules, gather signatures and make certain tenants are aware of their rights.

Track and register vehicles, assign parking spaces at properties.

Work with other CAC staff on housing related issues.

Attend necessary trainings to obtain and/or receive certifications for compliance in relation to HUD, LIHTC and HOME.

Marketing and Advertising:

Create classified and display ads and maintain database of ads/hard copy file of tear sheets, send for review and approval.

Schedule advertising with local media (Pullman/Moscow, Colfax, Lewiston, Spokane).

Track advertising and submit in a timely manner.

Print and fold brochures, keep brochures stocked onsite at properties and in main office.

Prepare Units for Rent:

Maintain Wait List, send out applications upon request and notify individuals as they reach or approach the top of the list.

Track lease expirations, schedule renewals and/or market units that will be vacant.

30+ days before units will be vacated work with the Maintenance Department to schedule unit inspection, prepare work list, cost estimate and maintenance schedule.

Ensure work orders are tracked, addressed and completed.

Tenant Relations:

Develop strong resident relations.

Act as primary contact for all complaints/grievances received via written Incident Reports and emails.

Clarify tenant complaints/grievances if necessary.

Keep and maintain records of all Incident Reports.

Respond to resident concerns and assist in dispute resolution.

Create, produce and post all 48 hour, 3-day, 10-day and 30-day notices.

Office Functions:

Maintain resident files to include application, lease renewals, move in inspections, security deposit payments, rent payment records, lease enforcement issues, correspondence and other related records.

Maintain unit files to include inspections, work orders, work completed, appliances and other unit information.

Print and assemble wait list applications, property applications, Rule Books and other supplemental materials.

Maintain Purchase Order logs.

Other Functions:

Regularly attend Whitman County Landlord Tenant Association (WCLTA) monthly meetings.

Maintain interdepartmental relationships

Complete other duties as assigned by Rental Property Manager.

MINIMUM QUALIFICATIONS

Knowledge Of:

Standard office methods, practices and procedures.

Computer spreadsheet and word processing.

Effective office, and time management practices.

The problems and needs of people with limited income.

Washington State Landlord Tenant Act.

Rental assistance eligibility and operation requirements in publicly financed or subsidized projects.

Ability To:

Communicate effectively with people from various social, cultural, educational and economic backgrounds.

Schedule and monitor multiple processes or projects.

Prepare accurate mathematical calculations and financial estimates.

Read, comprehend and follow program procedures, regulations, and specifications.

Prepare succinct reports that are understandable to anon-technical person.

Maintain detailed and accurate project, program and client files.

Use computer word processing, spread sheet and database software programs.

Work well under pressure, work independently, and word as an effective team member.

Education and Experience:

Two or more years of responsible experience in property management work including financial processing, leasing and operation of rent subsidized rental properties.

Other requirements:

An A.A. degree or higher in business, property management, real estate or other similar field or substitute, for each required year of education, 2 years of experience in rental housing operations or a related field.

Training in property management of residential property with public funding or rent subsidy.

Insurability and ability to be bonded.

Willingness to work at locations within Whitman County (mileage reimbursements provided for travel on the job from Pullman CAC office.)
