Overview

LEAD SENIOR SYSTEMS ENGINEER (DIASG-22-0997-W):

Bowhead is seeking a Lead Senior Systems Engineer to provide full-time, on-site assistance to the Defense Intelligence Agency (DIA), located in Reston, VA. The Lead Senior Systems Engineer will provide overall management of projects performance under a task order. These projects may cover software development, business process engineering, and functional capabilities.

Responsibilities

- Test, implement, deploy, maintain, and administer the infrastructure hardware and software.

- Provide overall technical direction and guidance to the project leads

- Responsible for leading the engineering of improved and new solutions within the Allied Collaborative Shared Services (ACSS) suite.

- Serve as SME on ACSS capabilities and attend agency and community wide meetings in support of SME role.

- Interface and collaborate with technical personnel across the Five Eyes (FVEY) community in the implementation of increased collaboration capabilities.

- Perform system administration on specialized cyber defense applications and systems (e.g., antivirus, audit and remediation) or Virtual Private Network (VPN) devices, to include installation, configuration, maintenance, backup, and restoration.

- Build, install, configure, and test dedicated cyber defense hardware.

- Assist in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources.

- Assist in assessing the impact of implementing and sustaining a dedicated cyber defense infrastructure.

- Administer test bed(s), and test and evaluate applications, hardware infrastructure, rules/signatures, access controls, and configurations of platforms managed by service provider(s).

- Create, edit, and manage network access control lists on specialized cyber defense systems (e.g., firewalls and intrusion prevention systems). - Identify potential conflicts with implementation of any cyber defense tools (e.g., tool and signature testing and optimization).

- Implement and maintain baseline system security according to organizational policies and requirements for dedicated cyber defense systems within the enterprise, and document and maintain records for them.

- Conduct periodic system maintenance including cleaning (both physically and electronically), disk checks, routine reboots, data dumps, and testing.

- Manage accounts, network rights, and access to systems and equipment.

- Manage system/server resources including performance, capacity, availability, serviceability, and recoverability.

Qualifications

In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire.

  • BA/S in relevant technical field PLUS eight (8+) years of relevant experience.
  • IAT Level II certification is required.
  • Demonstrable experience working with ODNI to ensure successful execution of all program requirements.
  • Possess the necessary technical qualifications to deliver all requirements for ACSS to include having a CISSP.
  • Demonstrable experience defining a long-term technology vision, standards, multi-year technology vision, standards and multi-year technology road map and partnering cross functionality on the delivery of architecturally aligned products, services, and platforms.
  • Demonstrable working knowledge of PKI and encryption systems.
  • Familiarization with NIST Special Publication 800-37 revision 1, Guide for applying RMF to Federal Information Systems, CNSSI 1253, and NIST SP 800-53 Revisions 3 and 4, SP 800-39, and SP 800-30
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Physical Demands: • Must be able to lift up to 25 pounds • Must be able to stand and walk for prolonged amounts of time• Must be able to twist, bend, and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently have and able to maintain a security clearance at the Top Secret / CI Scope Polygraph level. US Citizenship is a requirement for admission to this location.
