The Technical writer will support the Federal Railroad Administration by working on technical documentation, training manuals, and System Development Lifecycle (SDLC) documentation for a suite of proprietary Government systems and business applications.

DUTIES AND RESPONSIBILITIES:
  • Develop deep understanding of the Agency’s mission and the functions supported by their proprietary application suite.
  • Maintain a repository of documentation, software guides, policies and training materials to include version history.
  • Conduct audits of materials to verify compliance with content, security, and accessibility (i.e., Section 508) standards.
  • Develop and maintain a library of live classroom/video teleconference based user training on the supported application suite.
  • Develop and maintain user self-training and self-help materials to include downloadable quick reference guides, web pages and web-based videos.
  • Deliver training through a variety of means such as classroom-based training, virtual meetings, videos and user guides. (Live classroom training may have to be delivered on-site at DOT sites at various times and travel to those sites will be required. Travel is less than 20% of the time and anticipated to be local in the Washington, DC area, and not likely to involve overnight stays.)
  • Conduct content review based on customer feedback and developing training material revisions.

REQUIRED SKILLS AND EXPERIENCE:
  • Bachelor’s degree in a relevant field of study
  • 3+ years of experience in IT-related technical writing, specifically developing and maintaining a library of technical documentation
  • 3+ years of experience in developing and delivering IT user training, particularly in the area of specialized proprietary applications, and preferably in support of Government agencies.
  • Strong written communication skills, to include technical documentation, user software guides and training materials, SOPs, etc., including text and graphics. Excellent grammar, spelling, and the ability to write content for targeted audiences is required.
  • Strong verbal communication skills, to include online and in-person training, technical presentations, technical and business meetings, etc., including the ability to engage with a broad range of stakeholders of all technical levels.
  • Proficient in Microsoft Office products, Adobe Acrobat, and video teleconferencing software such as Microsoft Teams, Adobe Connect, and Zoom
  • Ability to work effectively in a fast paced and demanding environment

DESIRED, BUT NOT REQUIRED SKILLS:
  • ITIL certification or other ITSM implementation experience
  • Knowledge of Government software development, application support, or Help Desk
  • Knowledge of ISO and CMMI
  • Experience in application user interface design and functional testing
