The Enterprise Product Security Engineering (PSE) organization is currently seeking an Experienced Technical Specialist - Enterprise Product Security Engineering to join the Chief of Staff Office in Arlington, VA, Hazelwood, MO, Huntsville, AL, or Seattle, WA.

The team is seeking a highly motivated Technical Functional Specialist to join our team to support the Chief of Staff in tactical, operational, and strategic level support ensuring enterprise-wide product security transformation success. This role will be part of the team enabling Product Security Engineering (PSE) and partner organizations to perform their jobs effectively, efficiently, and completely. PSE is responsible for ensuring that our products and services are safe, cyber-secure, and resilient through engineering and technical solutions, for our engineers and programs to achieve critical security and resiliency objectives.

In this role you will be joining the PSE Functional Office Chief of Staff's team to support, integrate and lead multi-discipline teams towards strategic and prioritized outcomes. You will be responsible to the Chief of Staff to the Vice President and Functional Chief Engineer of Product Security Engineering. You will partner closely with teammates from across the enterprise, and be exposed to a broad scope of systems and software technologies, such as: model-based security engineering; software development lifecycle tools; security related testing and training; and a wide array of analytics and decision aids.

You will partner with the Chief of Staff and Functional Leadership to support the Functional Chief Engineering leadership's goals and priorities for PSE, including operationalizing the management system and functional leadership, and supporting and integrating with technical excellence efforts.

This role will leverage experience in project leadership. Successful candidates will highlight their experience working in team environments, managing the interrelationships of teams through emotional intelligence insights, and communicating difficult technical concepts to audiences with varying levels of experience and expertise. They are also self-starters, highly motivated, and exhibit strong written and verbal communication, inter-personal, and problem-solving skills, as well as the ability to work effectively in a multi-disciplinary project and environment. The ideal candidate will be able to effectively operate in an ambiguous and dynamic business environment, with the ability to comfortably adapt/pivot, as required.

Position Responsibilities:
  • Interface with internal (e.g. data analytics, human resources, IT&DA) and external stakeholders to meet group, organization and company objectives
  • Partner with Chief of Staff on PSE communications and internal and external engagement strategies
  • Partner with organization leaders on long-range strategies, organizational goals, objectives and initiatives
  • Partner with cross-functional team leads with the Chief of Staff, prioritizing Performance to Plan
  • Support and organize Enterprise PSE Technical Reviews (e.g. Safety Board, Risks, Issues, Opportunities Board, and Technical Design Reviews)
  • Functional Office planning and execution, including, but not limited to the RIO Process, Long Range Business Planning, Performance to Plan, and Business Process Reviews
  • Enable cross-Functional Office Digital Transformation planning, coordination, and engineering integration between PSE and engineering partners (Software Engineering, SEIT, etc.) across BCA, BDS, BT&E, BGS, and BR&T
  • Analyze and summarize data used in the development and proposal of organizational direction (e.g., budget information, workforce levels, training requirements and equipment/facility needs)
  • Develop conclusions and recommendations based on data analysis and consultation with stakeholders
  • Review and evaluate strategic organizational issues and identify implementation recommendations
  • Document and maintain processes, develop guidance material, and facilitate continuous improvement
  • Develop and maintain schedules and budget
  • Develop and deploy localized training content
  • Provide strategic design, logistics and facilitation of large meetings/events

This position allows telecommuting. The selected candidate will be required to perform some work onsite at one of the listed location options.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):
  • Experience working closely with other engineering disciplines in an integrated team environment
  • Experience working with Microsoft Office including Outlook, Excel, Word, PowerPoint, SharePoint, and Lync
  • Experience working with large cross-functional teams
  • Experience communicating to employees, customers, peers and multiple levels of leadership
  • Experience building positive relationships, collaborating effectively, and communicating clearly
  • Experience in managing and organizing multiple deliverables and deadlines with minimal direction
  • Experience leading projects that require integration across business units and/or multiple functions

Preferred Qualifications (Desired Skills/Experience):
  • 3+ years' experience utilizing standard project management tools demonstrating requirements development, planning, and execution
  • 3+ years' experience in advising and influencing managers or non- managers to meet schedules or resolve technical or operational problems and meet organizational goals
  • 3+ years of experience collecting and analyzing data and generating metrics reports
  • 3+ years' experience developing presentations, integrating technical & non-technical content and creating executive level briefings
  • 3+ years' experience collaborating with and supporting senior and executive leadership
  • 3+ years' experience meeting facilitation and presenting
  • 1+ years' experience with digital video editing
  • 1+ years' experience with website development and/or maintenance, or partnering with other teams to produce and maintain content
  • Excellent communication and organization skills
  • Embraces global and cultural diversity and builds positive relationships
  • Experience with DL, DLMS, shared drive, and file share maintenance and management
  • Managing and executing teams and projects utilizing tools such as JIRA, Confluence, & Bitbucket
  • Experience performing Risk - Issue - Opportunity (RIO) and RIO tracking and reporting
  • Experience serving as a finance liaison for budget and staffing efforts
  • Experience with Perceptyx Surveys Communications and Data Analysis, SalesForce Marketing Cloud, VizCenter, and Clarity
  • Experience in employee engagement efforts, including communications, webcasts, roundtables, and all team meetings
  • Familiarity with Boeing processes and procedures
  • Previous experience working in an engineering environment highly desirable

Typical Education/Experience:

Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience.
