Overview

Devis is currently seeking a

Senior Data

Engineer to join one of our Department of State programs. The candidate would support the Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) in

Rosslyn,

VA. The ideal candidate will lead an effort to identify, assess, and implement cloud-based reporting tools that will support the U.S. Refugee Admissions Program (USRAP) to facilitate efficient refugee case processing and support the dozens of government and non-government partners that work together to implement the USRAP.

Specific responsibilities include but not limited to:
  • Manages a team consisting of Engineers, DBAs, Architects, and Business Analysts
  • Provides leadership and work guidance to less experienced personnel
  • Prepares management, business, technical, and personnel reports, reviews, and documents for internal and external use
  • Works under pressure, and follows a plan and balancing competing requests by priority
  • Proactively work across RPC teams and USRAP partners to generate a definitive list of data analytics and reporting tool requirements, demonstrating appreciation for the requirements of technical and non-technical stakeholders alike.
  • Use both business and technical requirements to methodically assess and test alternative ETL services, make recommendations, and implement solutions once approved by the client.
  • Documenting how tools are configured and implemented.
  • Analyzing structural requirements for new software and applications.
  • Monitoring data and reporting requirements to identify changes in business needs and trends.
  • Keep current on USRAP policy and program developments to proactively recommend and implement improvements that will ensure the RPC is adapting appropriately to meet emerging/changing data and reporting needs and demands.
  • Perform other duties as assigned

Required Skills and Qualifications
  • Minimum of (5) years of progressive management experience
  • 10 + years of experience with engineering enterprise applications as a Data Architect, Data Scientist, Data Analyst, or similar role
  • Strong understanding of data and analytics solution architecture, including experience with Big Data, Relational databases, streaming and batch data processing
  • Experience with APIs/performance constraints
  • Strong customer service and team focus
  • Hands-on experience with MS-SQL
  • Proficiency in MS Excel
  • Strong desire to understand the business requirements of the USRAP
  • Technical skills in the development and operationalizing of application integration models in a multi-layer enterprise application environment
  • Must demonstrate an in-depth working knowledge of system integration design principles
  • Knowledge of data analysis, business analysis, protocols, specifications, scripting, data architecture, programming, database administration, and standards compliance is required
  • Must be able to create solutions to resolve complex operational problems, collaborating with vendors and users as required, and identify trends that warrant immediate attention

Desired Skills and Qualifications
  • Knowledge of the Lyftron Toolset
  • Experience working with ServiceNow and available analytics features
  • Experience with AWS S3 buckets and lambda functions for data storage, management, and analysis
  • Familiarity with predictive analysis and data visualization techniques using relevant tools (e.g., Tableau, D3.js and R.)
  • Knowledge of the Amazon Web Services and Databricks Reporting Toolset

Education / Certifications
  • Bachelor’s Degree in Computer Science or related field

  • Must be a
