DESCRIPTION OF SERVICES Client. requires the services of 1 Backend Developer, hereafter referred to as Candidate(s), who meets the general qualifications of Backend Developer, Web Development and the specifications outlined in this document for the Client. Texas Higher Education Coordinating Board requires the services of 1 Backend Developer, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst V Category, Core Technology Type and the specifications outlined in this document for the Texas Higher Education Coordinating Board. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Higher Education Coordinating Board may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by the Texas law. Texas Higher Education Coordinating Board will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Develop, implement and maintain web and mobile applications (both web mobile and native) and games in accordance with project requirements and organizational objectives (30%) Work closely with product, content, marketing and data research teams to determine technical requirements and effort needed for development for a wide range of web and mobile applications as well as game projects. (25%) Continuously enhance technical skills related to web and mobile applications and game development as well as frontend and backend development. (25%) Drive a wide range of manual and automated testing of web and mobile applications and games to ensure consistency and quality on desktop and mobile. (10%) Evaluate emerging technologies and practices making recommendations that would contribute to the efficiency and effectiveness of web and mobile application and game development. (10%) II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 2 Required Developing, implementing, maintaining and debugging web and mobile applications, with a focus on mobile game development 2 Required C# (and/or JavaScript) experience, preferably in scripting for integration of APIs for login, registration, profile management and sending events externally. 1 Required Hands on experience deploying, maintaining and updating mobile applications published in Google play and iOS marketplaces 1 Required Production experience in Unity3D. 1 Required Hands on experience using the WebGL API. 1 Required Familiarity with SQL, NoSQL databases and JSON collections. III. TERMS OF SERVICE Services are expected to start 09/01/2021 and are expected to complete by 12/31/2021. Total estimated hours per Candidate shall not exceed 1040 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Client. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 1200 E. Anderson Ln, Austin TX 78752. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Client. V.
