Job Description

Job summary:The Data Exchange team at PopHealthCare is responsible for developing and maintaining data integration and ETL/ELT solutions for managing the data exchange with clients, vendors and other entities. You will meet frequently with business owners, implementation project manager, product owners and business analysts to discuss requirements for designing, implementing and supporting complex data flows that support critical business processes.

This is a technical lead level role for the data exchange team at PopHealthCare. It will be a highly visible role and the person in it should be able to lead 4-5-member team of Sr developers skilled in Data engineering, data architecture, SQL, C# and healthcare data analysis.

Position Essential Functions:

  • Lead a team of data engineers, data analysts, QA, BA. Manage department level initiatives to deliver solutions for the enterprise.
  • Support the full scope of the data load process, including, client files, ETL/ELT design, database management, data export and SLA tracking for data loads.
  • Estimate and break down larger initiatives, coordinate with other team members on planning and executing work in an agile environment, working closely with Product owners/ scrum masters/ Project managers to plan and execute multiple initiatives.
  • Managing deliverables, remove technical challenges, organize developers to tackle work and deliver on commitments.
  • Enforces technical architecture, best practices and development standards pertaining to database and data engineering development.
  • Provide technical solutions for complex data ingestion pipelines, processing of large data sets, clean up and standardization.
  • Conduct code reviews, design reviews, improve code quality and maintainability.
  • Oversee production support and ensure job failures and critical issues are responded effectively and resolved timely.
  • Audit data content in the data exchange environment to identify opportunities for improvement.
  • Establishes team KPI’s and SLA’s
  • Lead data mapping discussions with business units, clients, vendors and help device a solution.
  • Communicate with client or vendor’s technical teams in regard to data transfer / load issues, resolution steps, following up on reported issues to track them to closure.
  • Perform analysis of data sources and processes to ensure data integrity, completeness and accuracy
  • Document data flows, ETL processes, logic as flowcharts/ process diagrams.
  • Work in an agile environment and provide regular updates on progress of projects.
  • Perform other job-related duties as assigned

Qualifications

  • Bachelor's degree in Computer Science, Management Information Systems, Finance, Healthcare Administration or other related field
  • Prior experience as a technical lead, development lead, data architect or technical manager.
  • Advance understanding of data architecture and design principals. Ability to read and understand data dictionaries and complex database structures.
  • Advance level TSQL development – SPs, functions, views etc, including understanding of best practices in TSQL development
  • Advance level in designing ETL/ELT processes using SQL, SSIS, C# to implement automated inbound/outbound data file-based data exchange. (must have)
  • Advance level in SQL Server, SQL Job, process automation (must have)
  • Proficiency in C#.Net or other programming language for developing code for API integration, implementing custom transformations in SSIS (must have).
  • Experience with Healthcare Datasets – Member Eligibility, Claims, Providers, Authorization (highly preferred)
  • Experience in healthcare data integration using X12, HL7, FHIR , XML formats (preferred).
  • Experience with data engineering on cloud data platform (Azure, AWS) , building modern data platforms, MPP data bases preferred.
  • Experience with BI/Report development using PowerBI/SSRS and other tools(On Demand, Error, Trending, Summary, etc)
  • Intermediate level data analysis skills.
  • Proficient with agile development and has excellent understanding of SCRUM framework.
  • Excellent Documentation skills – both technical and non-technical
  • Excellent Interpersonal and Communications Skills – written and oral
  • Capable of working independently and lead others
  • Ability to provide off hours support on a schedule
