ICF is seeking an Environmental Program Manager (PM) to oversee the implementation and management of a client Environmental program.This position is at Shaw AFB, South CarolinaBasic Requirements:Advise and assist with establishment and management of client’s Environmental programs throughout the Area of Responsibility (AOR).

Provide program management expertise to client and lead efforts in developing and monitoring environmental plans.

Provide continuous analysis and advice to client on Environmental programs.

Act as primary POC for all administrative environmental support programs.

Design effective communication plans to publicize environmental program requirements, associated policies, and procedures.

Establish controls and suspense dates and follow-ups to ensure that required actions and responses are made within deadlines.

Assist with oversight for all environmental office responsibilities in the client and Area of Interest (AOI).

Serve as the SME for all mandated environmental office programs. Ensure program compliance with regulations, laws, policies, and squadron commander directives.

Assist with management and oversight of all contract personnel, equipment, and communications requirements within the client’s AOR

Participate in environmental Discussions/Teams/Groups, and when tasked, participate in Boards, Bureaus, Cells, Centers, and Working Groups (B2C2WGs) at the service, component, and joint levels upon request.

Compile and leverage environmental data.

Coordinate with host nations regarding environmental issues.

Interpret input/changes to processes associated with the environmental programs and participate in the formulation, coordination, publication, and presentation of a variety of reports.

Establish and monitor satellite locations.

Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested.

Other support duties as needed/directed.

Qualifications:5+ years’ experience managing a program with similar breadth and scope.

Bachelors in Environmental Engineering, Environmental Sciences, Interdisciplinary Degrees, Civil Engineering, or Biology.

Experience overseeing a program to ensure compliance with regulations and policies.

Skilled in formal and informal briefings, negotiations, and collaborating with senior staff members.

Experience in coordinating actions for programs with multiple locations.

Experience generating, retaining, and disposing of training records.

Familiarity with types of environmental testing and when testing required.

Knowledge of/familiarity with the Clean Air Act.

Knowledge of Clean Water Act (CWA), spill prevention control and countermeasure.

Familiar with disposal methods.

Familiar with types of facilities and industrial/nonindustrial locations where toxics are typically found.

Familiar with threatened/endangered species.

Understand the difference between short-term recovery and long-term remediation/clean-up.

Understand when to implement the Environmental impact analysis process (EIAP).

Ability to coordinate with external government agencies.

Technical writing skills.

Ability to forecast and schedule training.

Ability to understand and apply regulations.

Familiarity with conducted inspections & developing and initiating corrective action plans.

Ability to obtain and maintain a secret clearance.

Have, or able to obtain a driver’s license and able to legally drive in the country assigned.

Proficient in Microsoft Office Suite products.

Possess and maintain a current passport.

Ability to live and work in a contingency environment.

Ability to lift 50 lbs.

Must be able to pass a standard physical.

Ability to develop solutions to address noncompliance.

U.S. citizenship required pre contract.

Preferred Clearance:DoD SECRET security clearance preferred.
