ICF’s Early Education Services Line of Business seeks a Child Care State Capacity Building Center (SCBC) Infant/Toddler Care Systems Consultant. This professional will deliver training and technical assistance (T&TA) to Child Care Development Fund (CCDF) Lead Agencies and their partners to strengthen early childhood systems and programs, that support very young children and families, enhance the success of quality initiatives implemented under CCDF, and improve the quality, supply, and accessibility of infant/toddler (I/T) care.The ideal candidate will have extensive background and experience in child development or early childhood education with deep knowledge of CCDF statutes, regulations, and CCDF Plan requirements. In addition, the candidate will possess wide-ranging statewide or national experience and expertise in supporting and strengthening I/T systems of care.The ideal candidate will also be able to deliver virtual and in-person relationship-based T&TA with confidence and comfort, interact with integrity, embrace differences, and will bring their passion for supporting babies, toddlers, and their family's access to quality care.This position is full time and home based with up to 30 percent travel to provide TA and attend related conferences and meetings.Key Responsibilities:Collaboration and Client Focus

Support OCC designated priorities and special projects, including development of TA materials, data briefs and reports.

Build strong, positive relationships with SCBC Team for ongoing communication, collaborative planning, and shared problem solving to meet the needs of clients, states, and territories.

Build strong, positive relationships with OCC regional office staff and regional CCDF Lead Agency staff, for ongoing communication, collaborative planning, and shared problem solving.

Build strong, positive relationships with CCTAN partners to ensure all States, Territories and Tribes benefit from the wide range of training &TA services funded by OCC to support the entire childcare sector.

Collaborate closely with OCC staff and other federal partners in the planning and of training and/or TA to CCDF grantees and other partners in the childcare sector. 

Expertise and Scope

Apply expert knowledge and skills, and stay abreast of the latest trends, research, tools, and resources that support CCDF implementation, early childhood system building, and multiple I/T topics, including relationship-based care, I/T networks, workforce supports, mental health, I/T policy and quality initiatives, supply building, and research related to I/T development.

Engage with states, territories, and Tribes to meet their goals for planning and implementation of I/T systems of care through strategic planning, results-based facilitation, active listening, analysis, strategy, resource and policy development, and reflective thought partnership to support a wide range of impacts, contributing to changes in policies, processes, programs, and systems.

Upon request, provide individualized TA to CCDF grantees and their partners in a manner that is responsive to state, territory and tribal needs using a relationship-based approach that includes consultation, coaching, mentoring, etc.

Research and develop timely responses to state, territory, or Tribal requests and create written documents in approved formats.

Contribute to the development of group technical assistance opportunities focused on facets of I/T systems of care including the research, preparation and facilitation of peer learning groups, trainings, communities of practice, etc.

Facilitate peer linkages between States and/or Territories to support shared learning.

Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks.

Communication and Performance

Demonstrate a broad understanding of CCDF, T&TA approaches, and I/T subject matter.

Support data collection and stay up to date on I/T research and best practices.

Demonstrate good judgment in planning, supporting, and delivering complex individualized, targeted, and universal TA.

Support quality assurance, continual quality improvement activities, and ongoing evaluation of work

Track and document T&TA delivery according to protocols and timelines Provide requested reports (i.e., bi-weekly, topical, monthly) describing the TA activities according to the established protocol and timelines.

Participate in weekly TA team and full-team conference calls.

Submit claims for reimbursement of office and travel expenses in a timely manner.

Lead the development and delivery of complex tasks and deliverables on multiple I/T topics and activities.

Basic Qualifications:

A bachelor’s degree in early childhood education, child development, public administration, public policy, education, or related degree

12+ years of experience in the early childhood or public administration field, including:

Experience in providing state or national T&TA.

Broad knowledge of and experience with CCDF regulations and program implementation requirements, including I/T systems of care, policy, quality initiatives, supply building strategies, and workforce supports.

Ability to develop T&TA support for CCDF Lead Agencies, their partners, intermediaries, and I/T providers.

Preferred Skills/Experience:

A master’s degree in early childhood education, child development, public administration, public policy, education, or related degree

10+ years of experience at the state or national level, focusing on early childhood, I/T policies, regulations, and systems.

Broad content knowledge on licensing, quality rating and improvement systems, early childhood systems building and financing, I/T care, and supply building.

Experience working with multiple early childhood education partners as a participant, content advisor, and TA provider.

Expertise with Smartsheet and other project management tools to track project plans, milestones, and timelines for project deliverables.

Experience supporting the implementation of the CCDF program at the federal, state, or local level.

Experience providing T&TA at state, regional, or national meetings and TA to individual organizations.

Collaboration and partnership experience across early childhood education systems, including state and federal partners.

Proficient in Microsoft Office applications (Word, PowerPoint, Outlook, Excel, and Teams).

Ability to use technology tools and platforms (such as Microsoft Teams and Zoom) for remote meetings, collaboration on document development, and other communications.

Proficient in American Psychological Association (APA) citation style.
