- Assess the current platform (As-Is) and make recommendations on how best to modernize (To-Be)
- Assess the IT system landscape from functionality and technical lens (fit gap analysis)
- Conduct extensive user requirements gathering and review of technology code and dependencies
- Provide a roadmap for broad modernization – includes detailed strategy for all DOL systems including but not limited to the UI, TDI, Workers Compensation, Business Affairs, Workforce Regulation and Safety, Workforce Development, and Employer Tax midrange and mainframes systems
- Identify and document information about funding streams and the federal landscape
- Conduct a comparative analysis - identify comparable State modernization efforts, outcomes (success and failures), lessons learned, and recommendations that can be applied to DOL’s modernization efforts
- Business Process Reengineering - includes business process mapping with reengineering suggestions and technical analysis of current infrastructure. Code & assess business operations along with business needs to guide the modernization direction
- BA/BS Degree and/or equivalent experience
- Must have 6+ years of experience working as a Business Analyst
- Must have previous experience assessing platforms (As-Is) and making recommendations on how best to modernize these platforms (To-Be)
- Previous experience or exposure to State Department of Labor programs (especially with the State of Rhode Island) or Unemployment Insurance is highly preferred
- Candidates should able to work on-site in Providence, RI. A remote option with approximately 20% travel may be possible for highly qualified resources (depending upon client approval)
