JOB SUMMARY:

Working independently and collaboratively with others, this position plays an integral role in executing PEAK’S mission, philosophy, and commitment to providing state of the art broadband connectivity to our customers and cooperative members along with exceptional service to our internal and external customers. All employees are also expected to maintain a high level of trust, integrity, and ethical standards.

The Telecom Groundhand performs construction efforts for new construction, maintenance, and rebuild projects. As a Telecom Groundhand, you have the chance to develop your Lineman and fiber construction skills, to be a part of a team in a productive, safety-minded environment.

ESSENTIAL FUNCTIONS OF THE POSITION:

The essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying additional job-related tasks to be completed when time permits.

1. Under the direction of the Lineman, Repairs and maintains major cable system and structures such as broken lashing, replacing or re-sagging aerial strand, pole transfers, down-guys, aerial to underground conversion, substructure repairs, and cable replacements related to system outages, maintenance, rebuilds and emergencies or hazards.

2. Under the direction of the Lineman, Reads and interprets work orders, specifications, engineering drawings, and/or cut sheets to determine work to be done in the sequence of the task.

3. Under the direction of the Lineman, Performs construction work such as digging holes, climbing telephone poles, placing and removing poles and anchors, pulling and stringing wire/cable from pole to pole, laying cable and conduit in the ground.

4. Under the direction of the Lineman, Operates power equipment such as compressors, pumps, blowers, hydraulic diggers, and hydraulic aerial lifts mounted on trucks.

5. Under the direction of the Lineman, Uses test equipment to check for gas in manholes; may be required to empty water and other debris from manholes.

6. Under the direction of the Lineman, Dismantles, moves, and removes aerial, underground, or building wire, cable associated equipment, and hardware.

7. Under the direction of the Lineman, Connects wires and cables to terminals and attaches/detaches various kinds of hardware to wires, cables, buildings, or poles.

8. Under the direction of the Lineman, Responds to and participates in emergency and outage situations that require heavy construction capabilities.

9. Under the direction of the Lineman, Ensures that all work considers the safety of the customer and general public and compliance with all governmental orders.

10. Able and willing to work outdoors and in inclement weather conditions.

11. A CDL License is required when driving the bucket truck or aerial lift truck.

12. Under the direction of the Lineman, Complete daily production reports and As-Built documentation on prints.

13. Under the direction of the Lineman, receive OJT training on construction practices and methods to ensure a safe and productive work environment.

14. Responds with sound judgment to unusual and hazardous circumstances.

15. Maintains responsibility for verifying the condition of all vehicles, equipment, and tools provided for use in the performance of work.

16. Communicate in a professional, respectful, and courteous manner with all employees, the Board of Directors, customers, and others with whom we may work. Contribute to a successful workgroup through positive interactions, active listening, meaningful collaborations, and the constructive exchange of ideas designed to meet or exceed the organization’s strategic goals.

17. Complete special projects and other duties as assigned to meet team, department, and organizational goals while actively demonstrating accountability and responsibility for

achieving desired outcomes and measurable results.

POSITION REQUIREMENTS:

Qualified candidates for this position will have the relevant education and experience necessary to perform the essential functions and meet the minimum performance expectations for this position.

Required Education and Experience

High school diploma or GED

CDL license required.

Knowledge, Skills & Abilities –

Knowledge of broadband industry; construction techniques and terminology; overhead and underground construction standards as well as Oregon OSHA and NESC requirements.

Ability to prioritize and organize effectively

Ability to maintain confidentiality

Ability to work independently

Excellent oral and written communication skills are necessary to communicate clearly and effectively with internal and external customers, vendors, contractors, and other diverse audiences while providing outstanding customer service.

Highly ethical, self-motivated individual with the ability to work independently and/or with limited direction, as well as cooperatively in a team environment, while consistently demonstrating collaborative, respectful, and productive work habits.

AVAILABILITY, PHYSICAL DEMANDS, AND OTHER REQUIREMENTS:

Availability and Accessibility

Due to the nature and scope of the essential functions, the importance of personal interactions with coworkers and members of the public, and the availability of job-related tools, equipment, and resources at work, performance of the essential functions requires regular, consistent availability, accessibility, and presence on-site.

Approximately 40 hours/week may be required to efficiently perform the job duties of this position, including presence at designated internal and external meetings. This position may also require availability and accessibility to respond to and address emergencies and critical situations outside of normal business operating hours in the evenings and/or during weekends.

Physical Demands

The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this position. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

Maintain a professional and respectful communication style to ensure reactions and responses to both emergency and non-emergency situations serve as an example to others of appropriate workplace communications.

Ability to ascend and descend utility poles, climb ladders, utilize bucket trucks, load and unload tools and equipment. Lift and manipulate up to 75 pounds.

Use a personal computer or other technology devices frequently and consistently for the purpose of reviewing, analyzing, creating, transmitting, and presenting documents, data, and other business-related information.

Changes position frequently and work in awkward positions. Required to stand for extended periods of time, sit while driving and/or attending meetings, and walk on uneven ground in all types of terrain. Required to push, pull, twist, reach and use finger dexterity to grip/handle tools, equipment controls, etc. Work requires regular entering/exiting of the vehicle. Occasional bending, stooping, kneeling, climbing, and descending a stepladder may also be required.

Drive on behalf of PEAK and/or report for work in all types of weather.

ENVIRONMENTAL CONDITIONS:

The work environment conditions described here are representative of those an employee encounters while performing the essential functions of this position. This position works primarily in the field and is exposed to all types of weather conditions including temperature extremes and rainy environments. The outdoor setting involves all types of property and site conditions, including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights of way. Subject to outside weather/driving conditions.
