ICF is seeking a Construction QA/QC Analyst to help the State of Oregon manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities. The right candidate will have experience in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG), Community Development Block Grant – Disaster Recovery (CDBG-DR), and Community Development Block Grant – Mitigation (CDBG-MIT) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting regulations. You will work with senior staff, subject matter experts, and junior staff to QA/QC all construction documentation, develop and deliver training and technical assistance, and all construction-related activities in support of Oregon's’ mitigation and recovery efforts. Requires relocation to Salem, OR at the client's request or travel/deployment as needed.Key Responsibilities:

Work as part of a team providing expert services to support disaster recovery and mitigation efforts, focusing on QA/QC of construction activities.

Ensure quality and accuracy of inspections, cost estimations, scopes of work, builder invoices, cost reasonableness determinations, and environmental requirements (lead-based paint, asbestos, mold, section 106).

Review inspector and builders’ change orders requests for reasonableness and necessity.

Review and verify milestone inspection documentation is complete and consistent with the project scope.

Ensure all programmatic documentation has been supplied and in the system of record.

Review builder assignment methodology, and builder scoring.

Assist with the development or refining of QA/QC procedures and processes for implementation.

Other tasks, as assigned.

Basic Qualifications: 

High school Degree or GED

2+ years of experience in CDBG-DR construction programs

4+ years of experience in the construction or related fields

2+ years if experience with Xactimate 28 or later as it relates to CDBG-DR construction, damage assessments, and cost estimates.

Knowledge of IRC 2016, IBC, and residential construction and building practices.

Professional Skills:

Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables.

Ability to work on several projects or tasks simultaneously.

Ability to work independently or as a team.
