ICF is currently seeking a Senior Child Welfare and Education Research Analyst with strong quantitative data collection, management, analysis, and visualization skills. In this role, you will contribute to teams conducting evaluation of several child welfare and education projects. You will assist with instrument development, developing logic models, establishing and maintaining data files, creating data dashboards and other data presentations, and analyzing data, along with other related tasks. Key Responsibilities:The Senior Child Welfare and Education Research Analyst will contribute to all phases of program evaluation. In this position, you will develop instruments and project logic models, submit instruments for Institutional Review Board (IRB) and Office of Management and Budget (OMB) review. and collect data through surveys, interviews, focus groups, and mining administrative data sets. You will be responsible for cleaning, management, analysis, and presentation of data, to include making data accessible to non-technical users, developing data dashboards and other data visualizations, and contributing to evaluation reports. In addition, you will conduct quality control reviews of junior staff members’ data products and build their data management, analysis, and visualization skills. Candidates must be able to work on projects with multiple tasks and sometimes-competing deadlines; be well-versed in research/evaluation methods and analytic approaches; and be able to maintain positive working relationships and communicate effectively with clients and colleagues.Areas of responsibility may include:

Partnering with teams to define key performance indicators and data reporting requirements

Developing data collection instruments and submitting these for IRB and OMB review

Building data infrastructure

Collecting, cleaning, managing, and analyzing data

Supporting quality assurance and monitoring/evaluation tasks

Creating user-friendly evaluation reports, data visualizations, and other data products to support staff and client data use

Monitor and report project progress in terms of activities, outputs/deliverables, and outcomes

Basic Qualifications:

Bachelor's degree in data science, statistics, social work, psychology, justice, or other social science related subject

3+ years of experience conducting quantitative data collection and management, research, or program evaluation

Proficient in the use of Excel and pivot tables, as well as standard statistical analysis software such as SPSS, SAS, or R

Demonstrated experience using the data visualization software Power BI

Demonstrated experience in producing high-quality, professional visualizations, presentations, reports and other data products

Experience submitting data collection instruments to OMB

Must be able to obtain a tier 2 security clearance

Must have resided in the U.S. or U.S. territories for 3 of the last 5 years

Preferred Skills:

Master’s degree in data science, social work, psychology, justice, or other social science related subject

Ability to conduct descriptive statistical analyses

Demonstrated experience taking responsibility and ownership of project tasks

Strong interest and/or experience in related topics such as child welfare, education, capacity building, technical assistance, culturally responsive evaluation, participatory evaluation, implementation science and/or CQI

Strong ability to multi-task

Experience working independently to develop innovative solutions to client data interests and challenges

Experience sharing lessons learned and building skills of colleagues

Prior work experience in a consulting environment

Experience using Power Query, Python, or Tableau
