IT Security AdministratorFayetteville, NC Monitor information technology security and safekeeping of information and technical resources to ensure confidentiality, integrity and availability of data and information systems throughout the City.Respond to and assist with the development and administration of processes and procedures assigned to meet compliance of government, industry, and internal regulations. Analyze and ensure City compliance with applicable laws; monitor access controls; assist in vulnerability assessments; audit and review remediation tasks provided by security assessments and audits. Assist in the development ofpolicies, procedures and scoping of security tasks. Communicate security compliance limitations to IT management.

ESSENTIAL DUTIES & RESPONSIBILITIES:Any task that is a basic, necessary and integral part of the job. Questions to consider:1) Does the duty have to be performed on a regular basis? Regularly performed duties are an indication of an essential duty.2) Is the duty highly specialized? The need for special expertise is an indication of an essential duty.1. Coordinate with network and client services team to monitor security compliance of City of Fayetteville (COF) IT systems utilizing industry best practices to meet City cybersecurity objectives.2. Monitor IT security systems and resources for incident event information to ensure no unauthorized access affects the confidentiality, integrity and availability of City computing resources.3. Provide Tier 3 support for open issues pertaining to the confidentiality, integrity and availability of City computing resources.4. Assist in the development and updating of City policies and procedures to ensure compliance with applicable laws and regulations. Analyze industry trends, methods and procedures to identify best practice standards and compliance requirements and communicate them to IT management.5. Consult with other departments to maintain confidentiality and compliance of department specific policies and data. Perform various physical and computer system audits of vendors and departments to assist in maintaining the confidentiality, integrity and availability of City of Fayetteville data.6. Assist with the creation, testing and execution of City Information Technology Disaster Recovery Plan. Consult with other departments to update and monitor data needed to provide disaster recovery methods that meet City Recovery Point Objective/Recovery Time Objective requirements.7. Monitor end user, vendor and service account access permissions, rights and compliance requirements in an effort to maintain compliance with City policies.8. Configure/add new services as necessary.

NON-ESSENTIAL / SECONDARY DUTIES:Any task that is an incidental or minimal part of the job. Questions to consider:1) Would removing the duty fundamentally change the job? If no, it may be non-essential.2) Can the duty be redistributed to other employees? If yes, it may be non-essential.1. Conduct research on emerging products, services, protocols and standards in support of cyber security compliance efforts.2. Create required reports to meet cyber security compliance requirements.3. Perform regular log file and maintenance review as necessary.4. Provide support per request from various end users.5. Investigate and troubleshoot issues.6. Configure, image and review computer as required.7. Perform other duties as assigned.

EDUCATION & EXPERIENCE: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Experience: Six months of Information Technology related work experience.Training: Equivalent to an Associate's degree from an accredited college or university with major course work in Computer Science, Cyber Security, Networking, Information Systems, or a related field.

LICENSING AND CERTIFICATIONS:Required: None.

Preferred: CompTIA Security+, CompTIA A+, Certified Ethical Hacker, Cisco Certified NetworkAssociate, Cisco Certified Network Professional, Certified Information Systems Security Professional,Certified Information Security Manager

KNOWLEDGE, SKILLS & ABILITIES:Knowledge of:Networking, PC and platform operating systems, including Microsoft, Linux and AS400.Current systems software, protocols, and standards, Active Directory and enterprise security information and event management (SIEM).Strong working knowledge of a significant subset of technologies including: National Institute of Standards and Technology (NIST) Cybersecurity Framework, Enterprise Antivirus Solutions,Microsoft Windows Server platforms, Virtualization technologies, Enterprise encryption technologies.

Ability to:Effectively prioritize and execute tasks in a high-pressure environment.Conduct research into hardware and software issues and products as required.Present ideas and solutions in user-friendly language.Read, write, and interpret technical documentation and procedure manuals.Document and maintain configuration and process information of system administration procedures.

SUPERVISION RECEIVED / EXERCISED:Receives administrative direction from IT Chief Technology Officer.No supervisory responsibilities.

WORK ENVIRONMENT:May work in office and/or field environments.

PHYSICAL DEMANDS:Maintain effective audio-visual discrimination and perception needed for:- making observations- communicating with others- reading and writing- operating assigned equipment.
