Job Title: Application Development Specialist Level 5-6 Salary Range: Level 5 - $88,179 $123,451 Level 6 - $94,742 $132,639 Hay Points: Level 5 - 571 Level 6 - 657Dept/Div: MTA Information Technology/ IT Product Management Supervisor: Director, Office of Enterprise B&T Location: 2 Broadway and other locations as required Hours of Work: 9:00 AM -5:30 PM (7.5 hours/day) or as required

This position is eligible for telework which is currently two days per week. New hires are eligible to apply 30 days after their effective date of hire.

In order to protect our employees and continue to provide safe and reliable service to our communities, as of November 14, 2021 we are requiring all new MTA hires to be fully vaccinated against COVID-19 prior to their start date. MTA will consider exceptions for religious and medical reasons, where appropriate. Summary

The purpose of this position is to lead in the design and execution of well-engineered, tested, and deployed business application systems to meet business, informational, and technical needs.

Responsibilities

Level 5

  • Integrates applications to arrive at a seamless architecture that can be used to share data originated under different platforms.
  • Does Exploratory Data Analysis and data mining to discover patterns and trends in data.
  • Uses Business Intelligence software to develop Analytical reports to solve business problems and provide decision support.
  • Leverages Rapid Application Development techniques to Modernize legacy applications that are becoming antiquated.
  • Involve in Disaster Recovery and Business continuity Planning and Testing.
  • Plays a leadership role in the feasibility analysis for new systems/applications including understanding implications for the current and future architecture to determine how applications and processes can be improved.
  • Serves as a technical lead on medium to Large sized projects AND project management experience in medium to large sized projects
  • Reviews, analyzes, and modifies systems, including encoding, testing, debugging and installing for a large-scale system. Maintains records to document the system and revisions.
  • Develops a user training plan for new or revised systems/applications, leveraging vendors and business resources as appropriate to streamline new user or new application adoption.
  • Mentors less experience staff

Level 6

Same as Level 5 with the following additional responsibilities:
  • Understands IT security implications in Application infrastructure and take precautions to circumvent any cyber-security threats.
  • Works with other IT teams to achieve common goals in the organization.
  • Pro-actively manages software upgrades and enhancements to keep applications in State of Good Repair.
  • On behalf of the team coordinates firewall changes, active directory requests, install digital certificates and addresses Dev Ops Security concerns to Integrate Security into The Software Development Lifecycle.
  • Uses Data Science tools to support Big Data and Open Data projects for the Business.
  • Leads in the feasibility analysis for new systems/applications including understanding implications for the current and future architecture to determine how applications and processes can be improved.
  • Serves as a technical lead on medium to large sized projects. This includes leading or contributing to the technical design, tracking and resolving technical issues, ensure unit tests are conducted and documented and guiding technical resources throughout the project.
  • Serves as a project manager on medium to large sized projects
  • Serves as a technical resource on projects that involve multiple technologies, great operational or implementation risks, complex business functionality, and broad implications for the business and/or the IT architecture.
  • Provides leadership and technical guidance on the most complex coding/ development, configuration and implementation efforts to enhance the expertise of colleagues.
  • Establishes systems to monitor the operating efficiency of existing application systems and provides (or arranges for) proactive maintenance to keep systems operational.
  • Ensures technical support and problem resolution for client inquiries and production issue resolution meets business needs, making changes to process as needed. Maintains awareness of projects or changes to other systems that may affect their applications/systems and ensures there is no degradation of service.
  • Develops a long-term plan (3-5 years) for applications and systems in the area(s) supported, factoring in an understanding of future directions of the business area as well as changes in the technology landscape.
  • Act as our team's primary technical liaison in interactions with other departments/divisions of the MTA.
  • Assign support tasks to the junior members of the application team, mentor newer employees and consultants in the wide variety of tasks necessary to support the systems.
Qualifications

Level 5:
  • Resolve production issues where the problem is readily identifiable.
  • Seeks advice from more experienced co-workers as needed.
  • Strong knowledge of .NET core and .NET framework
  • Strong knowledge of C#, Oracle (PL/SQL) or MS SQL Server (Transact-SQL)
  • Proficient in CSS, HTML, JavaScript, MS Dynamics, and popular BI tools
  • Knowledge/experience consuming various web services
  • Cloud Technologies: Microsoft Azure Cloud (IAAS, PAAS, SAAS), Microsoft Power Apps, Oracle Cloud Infrastructure Technology, Azure Data Factory, Azure SQL.
  • RDBMS: Microsoft SQL Server, MS Access, Oracle 11g, ADO.NET, Entity Framework.
  • Demonstrates a broad understanding of the applications and technical architectures related to their area(s).
  • Serves as a technical expert on existing applications supporting the business area, along with other inter-related / adjacent systems and applications.
Level 6:

Same as level 5 with the following additional qualifications:
  • Ability to independently identify, define, direct, and perform analyses to resolve complex first-time project issues including the analysis of technical and economic feasibility of proposed systems solutions.
  • Ability to analyze complex business and competitive issues and discern their implications for systems support.
  • Ability to manage roadblocks and obstacles affecting tasks, projects, and strategic initiatives.
  • Has designed systems/applications with high level of complexity (e.g. many interfaces, multiple packages, platforms).
  • Recognized as a leader in the design and execution of business solutions, demonstrating a broad understanding of the applications and technical architectures.
Education and Experience

Level 5
  • Typical candidates will possess 8+ years of relevant experience and BS in Computer Science or related fields or equivalent experience or an M.S. and 6+ years of relevant experience.
Level 6
  • Typical candidates will possess 10+ years of relevant experience and BS in Computer Science or related fields or equivalent experience or an M.S. and 8+ years of relevant experience
