Director, Public Safety Network Operations

Salary: up to $165,000 Commensurate with ExperienceExcellent Benefits

Job Description:

This position oversees all network technologies and services associated with Public Safety and 911 services. Reporting to the Public Safety IT division, responsibilities will include:
  • Develop and establish standards for network technologies utilized for the delivery of Public Safety services.
  • Develop, establish and improve business and performance standards utilized by the Public Safety Network Operations workgroup;
  • Establish framework to ensure continuous operational improvements, including technical and performance standards, incident handling, change planning and execution, problem resolution, emergency response and proactive monitoring and analysis;
  • Collaborate with engineering teams, project managers, technical integrators, vendors and service providers on planning of new technology deployments, enhancements to existing technologies and migration from end-of-life technologies;
  • Provide governance and oversight of proactive and reactive network technology maintenance, patching, problem remediation;
  • Develop, implement and continuously improve proactive monitoring of all network technologies;
  • Collaborate with Infrastructure Monitoring workgroup to ensure comprehensive visibility of all network infrastructure;
  • Manage vendor and service provider relationships;
  • Ensure vendors and service provider adhere to Public Safety policies, meet SLA standards and provide proactive framework for technology management, life cycle planning, incident handling and problem mitigation;
  • Provide direct oversight of all Network Operations personnel, Public Safety NOCs, shared PSAC technology infrastructure and 911 telecommunication infrastructure;
  • Provide direct oversight and governance of 911 telephony infrastructure, systems, services and service providers. Manage 911 telephony provider relationships, establish and maintain standards, track and measure KPI’s;
  • Develop and improve policies and procedures to ensure Network Operations personnel are trained on the latest Public Safety network architectures, technologies, systems and services to ensure long-term supportability;
  • Plan and track network and telecommunications expense and costs associated with technology expansion, improvement and comprehensive refresh;
  • Collaborate with Public Safety Operations workgroups to ensure comprehensive support of Public Safety technology;
  • Provide executive level reports on KPI’s, SLA’s, technology performance, life cycles, road maps and operational changes, tasks and projects.
  • Manage special projects and initiatives as assigned.

Preferred skills:
  • 8+ years of experience in network and telecommunications technology;
  • 5+ years of experience in network or IT technology operations; 3
  • Experience working as part of large-scale enterprise IT organization supporting mission critical services;
  • Experience with network and telecommunications technology from Cisco, F5, Spectracom, Alcatel, Oracle, Avocent, Metaswitch;
  • Strong proficiency in internetworking, routing/switching/load balancing, 911 telephony, DMS telephony switching, multiplexing, optical networks, SIP, VoIP, SMS, RTT, network and data center infrastructure, WAN and LAN management;
  • Excellent problem-solving skills and attention to detail;
  • Strong demonstration of negotiation and conflict management skills;
  • Strong visual presentation skills;
  • Proficiency in BMC Remedy or equivalent ITSM application;
  • Proficiency in Microsoft Visio, Word, Excel, PowerPoint and Project;
  • Excellent leadership and organization skills in an aggressive timeframe;
  • Ability to be a systems thinker, attention to quality, and relationship and team building;
  • Ability to interact effectively with stakeholders, technical staff, operations managers, project managers, and vendors;
  • Strong and articulate verbal and written communication skills;
  • Ability to interface with executive level management and give senior level presentations.

Qualification Requirements: 1.BA/BS including 24 credits in the field of voice and/or data telecommunications or related field and 4 years of related work experience where 18 months must have been in an executive, managerial, or administrative capacity.or2. An Associates degree from an accredited college including or supplemented by 12 credits in the field and 5 years’ work experience as described in "1" above;or3. Education and/or experience equivalent.
