What You Will DoDetonator Production (DP) is seeking two highly qualified candidates to be considered for Deputy Division Leader (DDL) role to work with the DP Division Leader (DL); providing leadership to a Division made up of 4 groups consisting of about 120 employees, while ensuring timely and successful mission deliverables for the Nation’s stockpile. The DDL assists the DL to provide strategic direction for addressing emerging production challenges by building cross-organizational collaborations, managing robust and reliable operations and facilities, upholding safe and secure execution of high explosives operations, safeguarding of security assets, robust program execution, effective customer interface, effective personnel management and development/retention of staff. The DP DDL reports directly to the DP Division Leader.Detonator Production (DP) Division is the premier Production Agency (PA) assigned to produce WR (War Reserve) detonators for the Nation’s nuclear stockpile security mission. The Division is part of LANL’s Weapons Production Directorate. DP is comprised of a team of motivated, highly skilled technical and operational support staff working in an integrated format. The organization is centered on high-rigor manufacturing operations to produce precision, safe and reliable WR products. DP partners closely with customers and stakeholders such as NNSA (National Nuclear Security Administration), Design Agencies (LANL, Sandia, and Livermore), and LANL program management orgs to deliver on challenging National security objectives. DP upholds vigorous teamwork, personal integrity, respectful workplace, and continuous improvement in operations, technical excellence, safety and security.The successful DP Deputy Division leaders will provide effective oversight and Division-wide support for DP groups executing manufacturing, engineering, packaging, shipping, and program management activities on high fidelity, high-consequence detonator production operations. Providing leadership and management over a technical, operation, and/or quality assurance portfolio that may encompass many programs. Developing and managing the overall strategy for the Division in alignment with the Directorate and Laboratory goals and objectives. Successfully fostering a culture that values continuous improvement and organizational learning that results in the prevention of events and provides the controls necessary to promote safe and secure work; ensuring open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, mistakes, system weaknesses and issues to your attention.Partner closely with all levels of management demonstrating clear accountability, directing change while maintaining operating effectiveness; integrating efforts across work units and functions; monitoring results; and tackling problems directly assuming ownership.The individuals will need solid understanding of Integrated Safety Management (ISM) line management responsibilities for the organization. Assist in ensuring quality products and/or services within the division; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.Collaborate, related to all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.What You NeedMinimum Job Requirements:Management: Experience in formal management/leadership positions equivalent to a Laboratory group leader, or has experience directing and overseeing work performed by employees in a mid to large sized group with responsibilities for the coordination of work of cross organizational teams.

Leadership: Guiding high-consequence weapons program activities and providing clear strategic direction to personnel. Demonstrated ability to coach and facilitate critical thinking and problem-solving skills to personnel addressing engineering process challenges.

Weapons Manufacturing: Knowledge and demonstrated experience in nuclear weapon enterprise product qualification activities in either a PA (Production Agency) or DA (Design Agency) role. Must have a fundamental understanding of development and qualification processes for stockpile components.

Organization: Record of achievement in applying high level organizational skills to create a clear strategic vision for high performing teams.

Programmatic Excellence: A record of achievement providing effective technical, operational or programmatic direction in a nuclear enterprise environment performing development, qualification, or WR (War Reserve) products.

Conduct of Operations: Record of compliantly managing operations and facilities. Record of achievement implementing and upholding Lab security policies on classified assets, classified operations, and VTRs (Vault Type Rooms). Strong management skills in implementing and upholding compliant postures on Lab SMPs (Safety Management Programs) such as high explosives safety, chemical safety, waste management, shipping, and incident reporting.

Values and Behaviors: Demonstrated record of successfully supporting or leading cross-organizational technical teams to ensure high-quality products and/or services are delivered within budget and on schedule. Demonstrated ability to positively influence stakeholders to achieve desired results through joint accountability.

Interpersonal: Ability to convey clear, unambiguous directions. Demonstrated experience in developing and nurturing effective working relationships with NNSA and/or DOD customers. Ability to adapt to ensure effective communication with all levels of an organization.

Education/Experience: Position requires a Bachelor’s Degree in a related field from an accredited institution and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.Desired Qualifications:Knowledge as a High Explosive (HE) Handler or HE Manager and/or familiarity with DOE standards for High Explosives safety (DOE-STD-1212). Leadership experience or previous qualification as a manager in nuclear facility or in a Conduct of Operations (P315) facility and ability to selectively implement formality of operations concepts is strongly desired.

Familiarity and/or experience with DOE National Security Enterprise sites and business practices. Familiarity with DOE classification directives and management of security assets. Familiarity with concepts of DOE Conduct of Operations directives, or nuclear facility settings.

Demonstrated experience with the Defense Programs Business Process System requirements, including the nuclear weapon product realization process. Familiarity with NNSA Weapon Quality Policy NAP 401.1A or similar quality standards is highly desired.

Demonstrated record of effective interactions with facility support organizations, such as WFO.

Demonstrated record of implementing continuous improvement projects in weapons program operations to enable robust execution of mission deliverables.

Degree in an engineering discipline such as manufacturing, mechanical, electrical, materials, nuclear, aerospace or chemical engineering is desired.

A Master’s degree in a technical discipline.
