SUMMARY:Plans, directs, and manages review process and analysis of transactions related to Western Energy Imbalance Market (EIM) activities. Manages completion of EIM related verification, editing and meter data estimating process (VEE), Balancing Authority Area Day After and Month End Interchange checkout activities, CAISO RC West annual MWh reporting and settlements, annual settlement with SPP for Unscheduled Flow Mitigation MWh¿s, access and certificate administration to PNM¿s vendor systems and third-party tools (CAISO systems, WIT), Daily MV90 download and formatting of Revenue Quality Meter Data (RQMD). The position will also act as a liaison between the PNM EIM Entity and Wholesale Power Marketing (WPM) for data validation issues. Act as a liaison between PNM EIM Entity and any third-party Scheduling Coordinator (not PNM Merchant) for data validation and reconciliation. Ensure continuity of Master File (resource model) information between PNM¿s vendor systems and CAISO systems.Plans, directs, and manages the development, implementation, and modification of new and innovative energy analysis and reporting systems. Responsible to adapt new and changing contractual obligations and operating procedures to satisfy various requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES: Oversees management of PNM¿s Energy Accounting systems as new resources come on-line or changes are needed to calculations in the Energy Accounting systemsEnsures changes are accurately made and communications occur both upstream and downstreamAnalyzes and reviews real-time activities for the PNM EIM EntityPrepares PNM Energy Analysis Reporting for the purpose of supporting Transmission SettlementsReviews the actual operation of the Balancing Authority by verifying real-time changes made to the day-ahead plan and resolving any inconsistencies with adjacent Balancing AuthoritiesResolves interchange discrepancies with adjacent Balancing Authorities after-the-fact (ATF)Analyzes EIM logs and identify outstanding issues that could impact settlementsVerifies and troubleshoots Mv90 meter acquisition data and ensure proper conformance of data to other downflow systemsAnalyzes EIM test results for all hours and annotate intervals with failed test results, finding root causesVerifies that ETSR and Transactional Based Interchange are totalized correctly for ATF purposesPerforms market queries in Automated Dispatch System (ADS), research Customer Market Results Interface (CMRI) and OASIS for missing data. Compare researched data to logged data for validation purposes with CAISOValidates reports in PCIEA and PCIEESC with CMRI, ADS and OASISActs as a conduit between all groups for the purpose of data reconciliationParticipates in CAISO EIM Stakeholder processes and coordinate with neighboring BAAs as changes occur within the EIM Market and new entities join the EIMOversees the proper application and compliance of Federal Energy Regulation Committee (FERC), North American Electric Reliability Council (NERC), Western Electric Coordinating Council (WECC) requirements related to the processing of Transmission and Reliability transactionsCOMPETENCIES: Advanced knowledge of electric utility industry process, organization and economic requirementsAbility to think creatively and propose solutions to issues created by validating and correcting large amounts of EIM data from various PNM and CAISO systemsCompetencies in strategic thinking and leadership, relationship management, project management and group leadership dynamicsAbility to identify and drive change in a continuous improvement environmentStrong collaborative skills involving working across multi-discipline areas internal and external to the companyStrong leadership skills and the ability to accomplish goals through the actions of a multi-discipline teamMINIMUM EDUCATION AND/OR EXPERIENCE: Bachelor's degree from four-year college or university in accounting, business or engineering with five to seven years of related experience, or equivalent combination of education and/or experience related to the discipline.
