Job Description

· Work collaboratively with Senior Directors and the ATI Program Directors to develop measurable quality and fidelity standards for the ATI programs

· Develop a process to systematically monitor, analyze, and improve the performance of the ATI programs to assist participants to achieve their goals and successfully exit the criminal legal system and court-ordered community supervision

· Develop the ATI quality assurance policies and approach for person-centered and strengths-based documentation, assessment, program/service planning, court reporting, use of incentives, motivational interviewing, collaboration with community-based providers, supportive housing applications, education/vocational training and employment services, discharge, and voluntary aftercare services

· Coordinate the development of the annual quality improvement plans for the ATI programs consistent with the goals, mission, and values of CASES and the specific needs of the ATI program

· Work with the Data Reporting and Analysis Unit to identify the data collection and dissemination process that will provide information relevant to specific quality assurance and improvement activities

· Lead and execute the timeline for the development of ATI policies and procedures and toolkits that can effectively guide users to replicate practices to evidence-based and quality standards

· Create and implement a plan for quality assurance activities to be included and conducted within the case record (Salesforce Exponents) for the ATI programs as well as custom and real time quality reporting accessible in Power BI data visualization

· Ensure participant feedback and voice is a core feature of ATI operations by facilitating focus groups and developing systems to promote participant active involvement in the development of program services and participant commentary on the quality of program services

· Lead development of equity performance indicators utilizing agency, local, and national criminal justice performance and outcome data to measure, monitor and understand ATI program performance

· Promote cultural and linguistically competent ATI services and monitor the quality in accordance with CASES’ policies for equity and social justice

· Develop and conduct participant and staff surveys to assess the implementation of the ATI programs

· Share ongoing quality assurance findings and analysis with senior directors and program directors to identify and improve practice, workflows, and ATI core programming

· Coordinate and finalize the quarterly narrative reports to the Mayor’s Office of Criminal Justice (MOCJ) on the performance of the ATI programs

· Work with Senior leadership providing coordination of the monthly service excellence meetings to discuss, problem-solve, and monitor program performance

· Develop participant grievance policies and procedures and initiate oversight and management of participant grievances and complaints

· Participate as key personnel in the incident management program for the ATI programs to protect the health and safety of staff and participants and enhance the quality of the ATI services to reduce risk, by active participation in the monthly incident review committee (IRC) meetings, analyzing and trending incidents, supporting or conducting investigations, conducting root cause analysis, and developing corrective action plans

· Support the development of quality improvement (QI) tools and strategies that are accessible and easy to use by staff in diverse program roles

· Coach and mentor the ATI directors and supervisors in the QA methods through hand-on activities, meetings, and forums to support the integration of QA in staff meetings, staff trainings, observation of staff practice, and supervision delivered by ATI leadership

· Convene and lead time-limited workgroups for specific quality assurance and quality improvement initiatives

· Communicate clearly and accurately verbally and in writing to concisely describe problems, solutions, and approaches for continuous quality improvement ensuring annual reports are updated and revised and targets are achieved

· Facilitate and sustain a culture that embodies diverse walks of life, histories, ideas, genders, ages, races, ethnicities, cultures, sexual orientations, disabilities, abilities, perspectives, and other unique qualities in the QA Unit and across CASES

· Any other duties as required by supervisory and executive staff

Qualifications

· LMHC or LMSW with at least two years of experience working with justice-impacted people and comprehensive knowledge of the criminal legal system

· At least one year of quality assurance experience in non-profit setting

· Demonstrated knowledge of quality assurance methodology including Plan-Do-Study-Act (PDSA) framework for developing, testing, and implementing changes leading to improvement

· Proficient in computers and electronic databases, preferably Salesforce
