  • Serves as the Program Manager for a complex Military Treatment Facility's Data Quality Lead
  • The primary purpose of this position is to manage and direct the DQ management control program (DQMC). This program is designed to improve the uniformity and standardization of clinical and workload reporting. The Data Quality Analyst is a member of the DQ committee and is responsible for following up monthly on DQ program activities. The program is focused on the completion of monthly checklists, audits, measurement reports, medical coding accuracy, billing, access to care, clinical report completion and accuracy in automated systems. The DQ manager acts in the capacity as a consultant while performing data analysis and interpreting health care data from military healthcare related systems utilized at the facility.
  • Studies the structure and/or functions of organizations with interrelated work processes or functions to improve Data Quality processes, maximize resources utilization, resolve substantive issues of moderate scope, and proposes solutions for identified shortfalls.
  • Plans and conducts comprehensive analytical studies of assigned organization(s) or significant segments of several major management functions to develop improvements in operating efficiency.
  • Advises or proposes reorganizations and/or realignment of functions and staffing levels. Utilizes model methods and processes to verify, validate and analyze data accuracy, completeness, and timeliness to ensure uniformity and standardization of information across the different functions within a complex medical organization.
  • Identifies and recommends areas of improvement related to established processes/methods used in the collection and reporting of a wide range of required operating data from multiple/various computer programs or systems.
  • Regularly works with commanders and managers to identify the performance measures needed for an effective management program.
  • Manages the DQMCP by leading the multi-disciplinary/cross-functional Data Quality Assurance Team (DQAT) to monitor financial and clinical workload data quality assurance and management control in accordance with Military Health System (MHS) and Air Force guidance and policies.
  • Completes monthly Data Quality Review Lists and Statements for subsequent presentation to MTF Executive Leadership, higher headquarters, and external Air Force and DoD auditors.
  • Acts as the data quality program representative for the MTF. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Participates in special projects and initiatives and performs special assignments.
  • Identifies the need for special projects and initiates milestones and goals.
  • Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.
  • Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
  • Researches and determines or recommends appropriate actions or interpretation of issues that impact the program
  • Schedules regular meetings to coordinate data quality projects in support of the chairman of the DQ Committee, the Director of clinical services or their alternate, the Resource Management Flight Commander. Prepares and distributes monthly Data Quality Committee meeting minutes and agenda for the next meeting within one week of meeting and retains in accordance with DoD/AF guidance.
  • Independently develops graphical presentations of statistical data, as well as composite material involving data and for briefings, publications, and routine reports.
  • Works with Information Systems, Patient Administration, Resource Management, Group Practice Managers, contracted medical coders and other clinical and non-clinical personnel to ensure accuracy of data and when necessary develops new data entry procedures in conjunction with these staff members. Maintains currency with software used within organization to manage data and present information, and assists other key personnel with skills improvement when needed.
  • Analyzes, interprets, and summarizes a variety of data, information, performance and work processes performed by personnel in functionally different but interrelated operations throughout the organization that impacts data quality
  • Utilizes innovative comprehensive methods to determine and assure the reliability and validity of the information.
  • Uses advanced knowledge of the rules, regulations, and guidance covering data quality along with various analytical techniques to verify proper collection and coding of workload, financial accountability, and performance data.
  • Collection of data is made more complex by such factors as addition coding of inpatient services in addition to ambulatory services provided or the uniqueness of capturing training workload accountability in residency programs.
  • In cases of the MTF using external shared resource agreement the incumbent must have an understanding of civilian treatment facilities' data collection systems to retrieve and interpret data.
  • Independently performs, or participates as a key analyst in studies of broad scope in one or more of the following types such as: work measurement, methods and procedures, engineered time standards, operational auditing, time and motion studies, and historical reviews.
  • Accomplishes this analysis based on knowledge of the MHS core medical and business information systems, electronic health records, medical data repositories, cost accounting system, billing system, military personnel system and human resource system and how those systems interact.
  • Collection and analysis of data is made more complicated by the number of departments which have different access procedures, various workload capture mechanisms used, and use different information systems from one another.
  • Collects data which includes, but is not limited to medical records audit findings, coding accuracy, transmission timeliness, workload statistics, and any issues that may have an impact on the quality of the data.
  • Gathers information from multiple internal and external data sources and a variety of data collection techniques, to include, but not limited to using standard automated information retrieval systems and reports, Internet-based sources, ad hoc reports, interview with personnel both within (i.e., departmental personnel, clinic and/or ward leadership) and outside the MTF (i.e., information system subject matter experts, Higher Headquarters). Data to be analyzed may be detailed or aggregate but is related to both business functions (i.e., financial expenditures, demographic, personnel productivity, cost accounting, workload balance) and clinical data (i.e. medical coded data, utilization patterns). The contents/results are crosschecked, validated, analyzed and interpreted by the employee.
  • Uses comparative statistics, methods, and analysis which involve identification and development of major health care indices for trend comparison of MHS data by itself or relative to government and non-government health care programs, as well as benchmarking of DoD, MHS or other federal medical facilities performance data. Analysis results are the precursor to identifying underperforming areas, errors, flawed business practices, and information system disconnects that impact the timeliness, completeness, and accuracy of the organization's data.
  • Supports improved data quality and problem solving by developing recommendations and prioritization for problems in performance, productivity, effectiveness, and efficiency. Participates in special projects/initiatives and performs special assignments derived either from local MTF, Service-level, or MHS-level data quality improvement efforts.
  • Ensures that project milestones and goals are met and adhering to approved budgets.
  • Plans, develops, and conducts studies or portions of studies of the serviced organization(s), to improve and simplify processes and maximize the DQMCP.
  • Meticulously gathers and accurately analyzes all Data Quality elements.
  • Meets the needs of the staff and customers adequately and effectively by analyzing, compiling, consolidating, interpreting, and summarizing data from multiple sources.
  • Thoroughly plans and conducts comprehensive analytical studies of the organization functions.
  • Translate acquired and analyzed data into process improvement initiatives to enable the attainment of organizational goals and objectives.
  • Utilize CPI methodology to develop A3/DMAIC documentation of improvement projects from idea generation to the sustainment of completed projects.
  • Utilize visual management tools (Tableau , Visio ) to translate complex data sets into charts, graphs, or other visual management products that facilitates the communication and understanding of the data sets and allows for process standardization across the enterprise.
  • Employ robust process management skills to facilitate the cross-collaboration of diverse teams to understand problem sets and complete countermeasures associated with specified problem sets.
  • Supports facility performance planning processes and advises on executive level strategy and deployment of critical initiatives to achieve defined goals and objectives in line with enterprise defined mission and vision.
