If the Engineer III position is not filled, an Engineer I may be selected instead.Hiring rate: $29.133/Engineer III; $24.339/Engineer IExamples of WorkThis is a Consultant Coordination Engineer position, which will assist the Section Head with overseeing staff and managing approximately 30+ federal aid projects within the Lincoln and MAPA TMAs. Projects include resurfacings, safety improvements, 2-4 lane widenings, bridge replacements, and traffic control systems. The applicant will be expected to: Attend meetings with local officials, consultants and organizations to provide and exchange information and resolve problems regarding eligibility, engineering, and financial issues. Provide oversight, guidance and direction to local governments on design and construction of federal aid projects. Make decisions on design in a timely manner to keep projects on schedule. Coordinate with other divisions of NDOT, the Federal Highway Administration, and other stakeholders as necessary. Communicate project schedules and estimates with LPA's. Make federal funding eligibility determinations with regards to utilities, railroad, storm sewer, and roadway construction items. Provide engineering guidance in the review of design, plans, specifications, reports, and environmental documents for local projects. Assist the Local Projects Section with the training needs for internal staff, as well as LPA's. Participate in NDOT Department, Division, and Section meetings as needed. Process and monitor legal agreements and contracts for LPA Federal-Aid projects between NDOT, LPAs, consultants, railroads, and utility companies. Supervise assembly of PS&E Packages for review by the NDOT Construction Division. Supervise and coordinate PS&E required changes to the contract documents with the LPA and project consultant. Supervises and evaluates the work of assigned staff including personnel actions regarding selection, discipline, performance, leave, work schedules and assignments.Qualifications / RequirementsREQUIREMENTS for Engineer III: Professional experience in an engineering field applicable to the employing agency, AND Must possess a Professional Engineer (P.E.) license at the time of application, and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment. If the applicant meets the Minimum Qualifications but does not have a P.E. license, the individual would be considered for an Engineer I position. REQUIREMENTS for Engineer I: Bachelor's degree in engineering. OR Registration as a Professional Engineer (P.E. license).PREFERRED for Engineer III: Bachelors degree in civil engineering. Previous management or supervisory experience, including providing direction, analyzing and reviewing the work of staff, interpreting complex manuals and applying standards, policies and procedures. Experience negotiating contracts, permits, or agreements. Experience working with FHWA. Understanding/experience with NEPA requirements. Experience processing Federal Aid Projects. Understanding/experience with the LPA Guidelines Manual. Working knowledge of NDOT policies and procedures. Transportation related design and/or construction experience.PREFERRED for Engineer I: Bachelor's Degree in Civil Engineering. Experience in the preparation of highway construction plans, construction estimates, highway inspection and highway surveying preferred, but not required. Experience in MicroStation, Bentley Civil Design tools and ProjectWise preferred, but not required.OTHER: Engineering degrees must be from an EAC/ABET-accredited program. Requires occasional out of town travel and working extended hours to meet deadlines. A valid driver's license or the ability to provide independent authorized transportation is required.Knowledge, Skills and AbilitiesDetailed knowledge of: Federal-Aid transportation programs, the LPA Guidelines Manual for Federal-Aid Projects, Nebraska Board of Public Roads Classifications and Standards Minimum Design Standards, AASHTO Design Policy, ADA Accessibility Guidelines, and Nebraska Standard Specifications for Highway Construction. Verbal and written communication skills are necessary in coordinating projects with consultants and the Division and Districts within NDOT. Must be able to perform duties and responsibilities with a minimum of supervision. Ability to read and understand agreements and other contract documents. Skills in organization and public relations.
