Type of Requisition: RegularClearance Level Must Be Able to Obtain: NonePublic Trust/Other Required: NACI (T1)Job Family: Program ManagementWe are seeking a Project Manager to support National Institutes of Health (NIH), Center for Information Technology (CIT) projects. These projects encompass the delivery of wired, wireless, VPN solutions, and security solutions, as well as other network infrastructure projects.RESPONSIBILITIES AND DUTIES:Conducts comprehensive assessments of management, operational and technical security controls OR enhancements employed within or inherited by the information technology system to determine overall effectiveness of the controls as defined by NIST
Performs security reviews, identifies gaps in security architecture, and develops a security risk management plan, as well as making recommendations for inclusion in the risk mitigation strategy.
Supports the execution of ATO and POA&M activities efforts for NIHNet
Work with NIHNet Engineers to draft achievable Plans of Actions & Milestones (POA&Ms) to remediate findings.
Monitor and produce reporting of POA&M remediation
Conduct regular audits to ensure that the system is being operated securely, and information system policies and procedures are being implemented as defined in security plans.
Verifies that application software/network/system security postures are implemented as stated, documents deviations, and recommends required actions to correct those deviations.
Researches and evaluates information security related requests in providing timely and accurate responses
Analyzes, plans, and develops projects plans as directed by NIHNet information security
Determines and defines clear deliverables to meet requirements and customer requests
Assembles project teams, assigns responsibilities, identifies appropriate resources needed, and develops schedules to meet milestones and project deliverables
Builds and maintains internal relationships with IT process owners supporting the service and assists with the definition and agreement of Operating Level Agreements
Coordinate with Operations and Maintenance (O&M) teams to drive compliance with Security Controls and requirements
Assesses project issues and develops resolutions to meet needs
DELIVERABLES:Develop and test security documentation to meet Risk Management Framework (RMF) and FISMA Compliance (NIST 800-53)
Produce project management plans
Develop project schedules using scheduling tools
Collaborate with Technical SME (Subject Matter Experts) to capture requirements
Manage project team meetings and prepare meeting minutes
Manage action items through to completion
Prepare various weekly, monthly, and quarterly status reports as directed
Participate in special projects as required
REQUIRED QUALIFICATIONS AND SKILLSBA/BS (or equivalent) and minimum of five years of related work experience
Security Control Assessment experience
Project Management Professional (PMP) certification
Knowledge of the Risk Management Framework and FISMA Compliance
Experience working with customers to evaluate and document functional requirements
Experience in defining project scope and objectives based on technical requirements
Experience in translating functional requirements into technical solutions
In-depth knowledge of Federal security policies, standards, guidelines, and industry best practices
Knowledge of current industry methods for evaluating, implementing, and disseminating IT security assessment and remediation tools for monitoring and detection
Knowledge of IT architectural concepts and frameworks.
Knowledge of service management concepts for networks and related standards (ITIL v4)
Must be able to obtain an active NIH Clearance / Public Trust
DESIRED QUALIFICATIONS AND SKILLSKnowledge of system and application security threats and vulnerabilities
Ability to produce PowerPoint presentations
Experience managing the deployment of network infrastructure projects such IPS, FW, wired and wireless, and datacenter solutions according to PMI standards.
