Position Type: This job starts out as a contractor W2 but will move into a permanent role after 6 months.

Location: Rockville, MD, United States; Remote during COVID - will remain remote until COVID restrictions are lifted.

NOTE; This role is remote during COVID; when restrictions are lifted the role would be in Rockville, MD.

Job Summary:We are seeking a Mid-Level Project Manager to lead the requirements, design, specification, development, and deployment of applications and systems to support social and scientific research projects for federal agencies. This is not a leadership or coaching role. You will work with domain experts, program managers, and IT professionals to formulate and implement IT solutions that reflect and understanding of business issues, as well as IT strategies, problems, and priorities. The projects are related to application development and system development.

In this role you will not be managing people you will be more of a project manager managing project Tasks dealing with deliverables etc The team works a lot with Data Collection and Data Collection technologies and GIS/ projects are application development and system development and tools development.

Job Responsibilities:

Partner with domain staff and specialists to determine and manage the IT needs of a diverse portfolio of research projects.
Keep abreast of current and emerging technologies and best IT practices.
Develop technical application systems designs and approaches for proposals and projects.
Help guide professionals who are well-versed in various proprietary and open-source software, data analysis and visualization, mapping and GIS, study and operations management, and data collection modes spanning CAPI, ACASI, CATI, and IVR.
Assist with writing and budgeting for IT activities associated with projects, tasks, and proposals.
Performing management of IT project Tasks; not IT people.

Basic Qualifications:

This is a mid-level role; the client is not looking for a senior PM.
A bachelor’s degree is required.
Must have 5-8 years of relevant PM experience, including a strong track record of managing application development and system development project tasks, is required.
Candidates must possess strong written and oral communication skills, such as project management reporting, project documentation (requirements, specifications, design documents), and proposals.
Must demonstrate organizational proficiency, with the ability to manage multiple tasks simultaneously in a team environment.

Preferred Qualifications:

Experience with and knowledge in the design and analysis of social and scientific research projects.
