Build & Release Engineer

Duties: Develops analytical and computational techniques and methodology for problem solutions. Performs process and data modeling in support of the planning and analysis efforts using manual and automated tools; such as Integrated Computer-Aided Software Engineering (I-CASE) tools. Must be able to apply reverse engineering and reengineering disciplines to develop migration strategic and planning documents. Provides technical guidance in software engineering techniques and automated support tools. Must be capable of applying business process improvement practices to modernization projects. Applies, as appropriate, activity and data modeling transaction flow analysis; internal control and risk analysis; modern business methods; and performance measurement techniques. Assists in establishing standards for information systems procedures. Develops and applies organization wide information models for use in designing and building integrated, shared software and DBMS. Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. A Master's Degree is preferred. General Experience: Must have eight (8) years of experience in managing the implementation of information engineering projects and experience in systems analysis, design and programming using CASE and IE tools and methods. Specialized Experience: At least five (5) years of experience in information systems development, functional and data requirement analysis, systems analysis and design, programming, program design, and documentation preparation. Preferred Skills: A. Shall have at least eight (8) years of experience within the last twelve (12) years, in supporting the Software Configuration Management infrastructure. B. At least five (5) years of experience using IBM Rational ClearCase. C. At least five (5) years of experience managing IBM Rational ClearCase servers and performance monitoring. D. At least five (5) years of experience writing scripts to assist development staff in ClearCase operations. E. At least five (5) years of experience troubleshooting and repairing ClearCase build and environment issues. F. At least five (5) years of experience working with developers setting up their workstations and environments. G. Proficient knowledge with IBM Rational Clear Case 9.0. H. Proficient knowledge with Microsoft Windows Installer, Windows 7.0 and 10.0. I. Proficient knowledge with Microsoft Component Servers. J. Proficient knowledge with Windows Server Active Directory and LDAP environment. K. Proficient knowledge with C#, VB Script, HTML, XML, MS .NET, MS SQL Technologies. L. Proficient knowledge with Visual Studio IDEs 6.0, 2005, 2008, 2010 and 2012 environment. M. Proficient knowledge with Perl/Shell scripts, VB Makefiles, MS Build and Visual Build. N. Proficient knowledge with HTTPS, IIS, DNS, SMTP, JMS, SNMP, JDBC and ODBC. O. Be proficient in analysis of business problems. P. Be able to technically document work requirements and test plans. Q. Have excellent oral and written communication skills. R. Have current practical experience in performing software configuration management functions in an environment using the tool sets described previously. S. Experience testing using automated test tools, such as Salesforce and Azure.net. T. At least two (2) years of experience with installing/maintaining Microfocus Apps Master and providing product customization as required, configure developer work-space for development under Microfocus Apps Master. Client is seeking support for Software Configuration Management (SCM) for various Software- as-a-Service (SaaS)/Platform-as-a-service (PaaS) and on-premises software systems including, but not limited to, other physical and virtual servers such as IBM ClearCase, Salesforce, Microsoft Azure, Web Microfocus Applications, and other emerging software technologies. SCM group to support software configuration management for Mainframe Cobol, web/SaaS and Client Server systems. Client's OTTS implements the Department's information technology vision, standards, architecture, and planning processing, along with providing internal data, information, and communications services. Substitution of Education for Experience A Bachelor's Degree or higher may be substituted for the general and specialized experience for those labor categories requiring a High School Diploma. A Master's Degree may be substituted for two years of the general and specialized experience for those labor categories requiring a bachelor's degree. Substitution shall be reviewed and approved by the State at its discretion. Substitution of Experience for Education A. Substitution of experience for education may be permitted at the discretion of the State. B. Substitution of Professional Certificates for Experience: C. Professional certification (e.g., Microsoft Certified Solutions Expert, SQL Certified Database Administrator) may be substituted for up to two (2) years for general and specialized experience at the discretion of the State.
