The Resource shall collaborate with Office of School and Community Nutrition Programs (OSCNP), the Technical Project Manager, the Operations and Maintenance (O&M) Vendor, State Department of Education staff, and Department customers to define, document, and improve business processes to improve staff efficiency and effectiveness, improve compliance and reporting, and to provide a better user experience for the customers.

These improvements will be realized by eliciting information, examining technology solutions, and documenting business processes, analyzing technical and financial workflows and requirements, recommending changes to business processes, participating in the development process to support the improved processes, and providing training materials for staff and customers.

Excellent verbal and written skills as demonstrated during interview process and written test.

Resource must have working knowledge of Agile/iterative methodologies, TFS/ Azure DevOps for requirements, testing, bug tracking and collaboration.

Resource shall evaluate business processes, procedures, requirements, and operations in conjunction with IT initiatives and changing requirements.

The Resource shall develop and submit reports to substantiate findings and/or recommendations including, but not limited to, a Technical Business Analysis Report.

The resource shall evaluate Agency business processes against available technologies, procedures, and operations in conjunction with The Systems and other IT initiatives and suggest improvements to processes and/or procedures.

High Level Duties:

Provides technical and administrative direction for product owners and personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and touser standards and for progress in accordance with schedules.

Must be able to coordinate with the Program/Project Manager to ensure problem solution and user satisfaction.

Makes recommendations, if needed, for approval of major process and installation design changes.

Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.

Provides daily supervision and direction to support staff.

The recurring activities are:

1.Daily collaboration with the Technical PM, and the Vendor to groom backlogs, define epics, provide supporting document, and improve business processes at the Department to improve staff efficiency and effectiveness, improve compliance and reporting, and to provide a better experience for the customers

2.Attend daily program stand up, sprint review, program increment, and other meetings as defined by the Team Meeting Plan

3.Provide routine progress reporting of the BA's work through the delivery of weekly status reports

4.Attending USDA conferences with staff (generally every other year)

5.Provide a Weekly Summary Report identifying the previous week's accomplishments and upcoming weeks planned activities.

6.Analyze and identify gaps in Data Reporting and Business Intelligence tools
