The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.

OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.

Project DescriptionThe Office of Technology Services’ Customer Agency is overseeing the development efforts of several Modernization Projects, including converting legacy systems data to the new modernized system(s). The State is responsible for data migration from legacy systems according to conversion mapping that is defined in collaboration with the agency and outlined in the Conversion Plan and Approach. The Conversion Plan and Approach will be provided to the team of resources selected to perform this work.

Define the Team Purpose and ObjectiveThe Louisiana Office of Technology Services requires a Project Team made up of a Business Analyst, Senior Application Programmers and an Application Database Administrator to assist in the planning, configuration, testing and execution of the date conversion process. Skills/Experience RequiredExpertise and/or relevant experience in the following areas are

mandatory:

ASP.Net
C#
Entity Framework
SQL Server (T-SQL)
Three (3) years’ minimum experience working in the application development field with some experience using Extract Transform and Load (ETL) tools, development experience using SSIS and writing complex database SQL queries
Minimum one (1) year experience working as a programmer in an Agile Environment (Scrum, Kanban, etc.)

Expertise and/or relevant experience in the following areas are

desirable but not mandatory:

Experience with conversion projects and processes strongly preferred
Experience in identifying and addressing data quality issues
Experience with large scale public sector IT projects
Experience with JIRA
Experience with mainframe systems and lotus notes applications
Strong problem-solving, troubleshooting and interpersonal skills
Strong verbal and written communication skills
Strong attention to detail and accuracy
Ability to articulate complex concepts in a clear manner
Strong organizational, multi-tasking, and prioritizing skills
