DescriptionThe Proposal Manager is responsible for leading the proposal process, manages cross-functional resources to complete proposals, ensures quality, completeness, and oversight of technical writing, and assembles internal and external SMEs.Primary duties may include, but are not limited to:Validates and tests the business solution proposed.Reconciles the customer requirements against proposed staffing levels and solutions and identifies areas of the response that missed the mark. Identifies what the winning price should be.Manages final proposal responses and Q&A responses for bid sections or full bids.Creates one-voice response, both written and content for simple to moderate bids.Provides research, analysis, and recommendations on the external environment as part of the development of strategic plans for the business unit.Analyzes major competitor strategies. Identifies and monitors changing patterns of competition and recommends responses.Acquires and maintains data/information on market, industry, economic, consumer and competitive conditions and monitors trends pertaining to Medicare and Medicaid.Leads or coordinates the activities of lower-level staff performing related functions.Qualifications:Requires a BA/BS degree in a related field and a minimum of 7 years of related experience including at least 5 years of experience in the health insurance industry; or any combination of education and experience, which would provide an equivalent background. MBA preferred. Association of Proposal Management Professional (APMP) membership and certification preferred.
