ICF’s Disaster Management Division is seeking a Construction Management Lead who will support government agencies in the US Virgin Islands on projects that aim to reduce the island’s future disaster risk. As Construction Management Lead, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) and/or Disaster Recovery (CDBG-DR) programs as well as FEMA and other applicable federal disaster recovery and mitigation programs. The Construction Management Lead will work onsite with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs. You will be responsible for providing construction management for infrastructure projects across the USVI associated with various HUD-funded recovery efforts and program guidelines. This is a position that requires the ability to think on one’s feet and adjust to an ever-changing environment. Key Responsibilities: Work as part of a team providing expert services to support mitigation projects across the USVI

Assist in the development of a comprehensive construction management monitoring plan

Coordinate and conduct progress inspections for construction projects

Inspect project site(s) or project plans, financial documents and advise applicant of its best options with the program

Ensure site-specific environmental review are properly completed

Assist applicants in preparing budgets, monitoring expenditures, and coordinating budget appropriations from Federal and State grant resources as needed

Ability to interpret and apply HUD requirements, local building codes, and program policy as it relates to disaster recovery construction activities

Develop independent cost estimates using Xactimate, RS Means and other industry standard cost estimating software

Coordinate with building departments, municipalities, and grantees to determine permitting and inspection requirements based on approved projects

Coordinate interim and final inspections and progress reports, as needed

Provide all necessary support in the development, preparation and submission of required deliverables to the client

Basic Qualifications:

Bachelor’s degree or advanced degree in planning, engineering, construction management or similar field

At least five (5) years of relevant experience, and at least three (3) years of specific experience in federally funded infrastructure and resiliency related programs funded through HUD CDBG-DR, CDBG-MIT, FEMA, or similar

Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude

Knowledge of customer service principles and practices

Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

Preferred Skills/Experience:

Experience supporting infrastructure projects in USVI and/or Puerto Rico

Professional Engineer registered in USVI and/or Puerto Rico

Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables

Professional Skills:

Excellent verbal, interpersonal and written communication skills

Strong analytical, problem-solving and decision-making capabilities

Team player with the ability to work in a fast-paced environment

Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
