Job DescriptionThe Human Resource Specialist will assist in the development and management of a full range of staffing, placement, retention, classification, organizational design, hiring/retention incentives, and compensation requirements for an innovative Facilities and Asset Management Division within a Department of Homeland Security Agency. They will provide hands-on support to the leadership team to manage human capital activities for staff across the country.

Specific Duties:
  • Supports development of Position Descriptions (PDs) and tracking approval progress of PDs
  • Coordinates, develops, and monitors individual performance plans for senior management
  • Supports the implementation of new, and emerging Human Resources programs
  • Manages reassignment actions to transition employees to new finalized position descriptions using the Human Resource Business Engine (HRBE) System
  • Maintains the Table of Organization for HR accountability
  • Maintain an internal Human Capital Database (HCD) in MS SharePoint

Required Qualifications:
  • Bachelor's degree is Business Management, Human Capital, or related field
  • A minimum of three (3) years of experience providing human capital support; minimum of one (1) year of experience in one or more of the following areas: classification, staffing, recruiting, benefits administration, employee relations or labor relations
  • Experience supporting human resources support functions, including human resource personnel file organization, management, and disposition/retention policies, particularly in a federal environment
  • Experience with human resources program policy development/management, the use of hiring/retention incentives, and pay and compensation
  • Exceptional customer service and communication skills with a proven ability to communicate complex issues in a concise format for executive decision making
  • Ability to complete a Public Trust background investigation; U.S. Citizenship required (NO EXCEPTIONS).

Preferred Qualifications:
  • Previous experience supporting Federal or State government agencies
  • Knowledge of federal personnel laws, rules, regulations and guidance in the areas of recruitment, placement, classification, employee development, employee & labor relations, position management, the federal wage system and pay and compensation.
  • Knowledge of workers compensation and fitness for duty experience
