Contract Overview

Supporting a USTRANSCOM Program Executive Office which is an acquisition program management organization chartered to manage cose, schedule, performance and risk to develop and sustain activities to support USTRANSCOM. The various disciplines include Configuration Management (CM), Test and Evaluation (T&E), Systems Engineering, Security Engineering, Program Management, Risk Management, Acquisition Support, and integration of all disciplines/

Position Overview

The CM process allows technical insight into all levels of the system design and is the principal methodology for establishing and maintaining consistency of a system's functional, performance, and physical attributes with its requirements, design, and operational information throughout the system's life cycle. Effective configuration management supports the establishment and maintenance of the product baseline, which enables the successful production, delivery, and sustainment of the needed capability to the end user. The Contractor shall coordinate with the Government to provide configuration management support for all program needs as well as the documentation required to provide continuity.

Tasks shall include, but are not limited to:

  • Support maintenance, monitoring and reporting on the CM baselines
  • Identify Functional, Allocated, and Product baseline configuration items
  • Support monitoring and reporting on the development Contractors' CM activities, e.g., product baseline, identification and control of developed software, COTS/GOTS, hardware and documentation
  • Assist in providing access to the CM baseline to organizations responsible for operations and maintenance of program managed systems. Input/validate development provided source code and executable files into the CM repository.
  • Support maintenance and update of the CMP Master Template. Develop and maintain program specific CMP for respective programs. Support maintenance and update of all CM processes, policies and procedures developed by the Government Lead T&E and CM. Additionally, the Contractor shall provide support for each of the control boards, Sprint and Build Planning Sessions, and other working groups to include agenda and minute preparation, coordination with board members, writing appropriate board directives, and tracking action item status.
  • Support maintenance of the technical libraries for PEO-T ((SharePoint, Confluence, JIRA and the USTRANSCOM Records Management System)
  • Serve as liaison for all CM issues with the development Contractors and external/source system CCBs and Configuration Management Boards (CMBs)
  • Support coordination and maintenance of Memorandum of Agreements/Memorandum of Understandings
  • Provide Quality Assurance (QA) support to include maintaining the assigned PEO-T process library, periodic reviews of assigned PEO-T and Contractor processes for compatibility and completeness, serve as liaison for QA and process improvement, perform periodic process audits of specific processes, and perform functional, Physical, and Delivery Configuration Audits as required
  • Support maintenance of the PEO-T CM library (collaboration portal)
  • Support maintenance of library of all Incident Reports (IRs) and Software Trouble Reports (STRs) for USTRANSCOM Acquisition assigned programs and program related activities
  • Provide other services that support/sustain the deliverables/products/processes/procedures which include: attend meetings (i.e., Scrums, In-Process Reviews (IPRs), Integrations, Stand-ups, Staff, Review Boards, Hot Washes, Discussions/Conferences, and Daily/Weekly/Monthly as required), review vendor deliverables and provide assessments/audits, identify issues, track status, create and maintain databases/libraries, conduct requirement walkthrough and capabilities assessments, develop timelines/schedules and updates, develop metrics/measurements, develop/create work orders, and develop other plans/documents/reports as required
  • Manage document reviews of contractor developer contract deliverables utilizing PEO-T Government CM processes/tools

Requirements

  • Bachelor's degree and at least 5 years of CM experience
  • Agile certification (desired)
  • Interim DoD Secret Clearaance
