DescriptionDivision of Occupational and Professional LicensesProgram Supervisor – Building, Construction and Real Estate InvestigationsThe Division of Occupational and Professional Licenses is seeking an individual who wants to give back to their community in a meaningful, direct and tangible way by helping to provide consumer protection and public safety through its regulation of more than 204,000 licensees within 48 Boards and Commissions for the great State of Idaho.DescriptionThis position will supervise staff performing compliance and investigation practices relating to disciplinary cases and processes for the building, construction and real estate bureau. This position will also provide expert guidance and advice while supporting the overall mission of the agency as a surveyor expert. The ideal candidate is knowledgeable about supervisory practices, good investigative and interviewing techniques, the legal rights of citizens and rules of evidence, and has the ability to work both independently and as part of a team.Example of DutiesReviews and evaluates complaints and inquiries regarding the practice and related activities of licensed and unlicensed practitioners and assigns complaints, inspections and other work to staff and/or refers to other entities to investigate.

Reviews and evaluates inspection and investigative output.

Evaluates performance of investigators and inspectors.

Regularly meets with investigators and inspectors located in the office and around the state and provides guidance with investigation strategies and inspections;

Assists with the development of and maintaining investigative and inspection policies and procedures.

Prepares reports.

This position will work directly with the Executive Officer to provide expert guidance and advice on: surveying practices and business issues; assist with board meeting discussions and agenda items; attend meetings with associations and various stakeholders; provide training and outreach when necessary as a surveyor expert; assist with developing legislative ideas and language applicable to surveying matters; and assist in the coordination with other state or federal agencies in relation to surveying matters. This position will also assist the Licensing and Registration Manager and team to address complex licensing applications, education or curriculum requirements, and associated training when applicable as a surveyor expert.Minimum QualificationsSome knowledge of management practices.Experience developing procedures and/or monitoring a budget; supervising staff; providing liaison with customer/provider groups; interpreting federal or state regulations.MQ SpecialtiesLicensure: Professional Land Surveyor in Idaho

Experience interpreting and applying rules, policies, and procedures related to program operations to ensure compliance with state and federal laws.

Experience investigating complaints of violations of rules, policies and/or laws and preparing reports with recommendations.

Preferred QualificationsExperience promulgating rules under the Idaho Administrative Procedures Act and developing technical written materials such as policies, technical manuals, or rules/regulations.

Experience and knowledge of the surveying system in the United States and certification as a Federal Surveyor.

Experience as an expert witness with an understanding of the care expected of professional land surveyors in Idaho.

Completion of POST or equivalent state-sponsored law enforcement training (any level) OR military police school OR regulatory training such as CLEAR basic and specialized National Certified Investigator and Inspector Training (NCIT).

Completion of the Supervisory Academy provided by the State of Idaho Division of Human Resources.
