Position/Job Title: Program Manager

Work Location: Augusta, Georgia We are actively seeking to fill the position for the Program Manager supporting the United States Army Cyber Center of Excellence Capabilities Development Integration Directorate (CDID). The CDID requires Force Modernization experience supporting Cyberspace Operations, Signal Communications and Electronic Warfare. The Cyber CDID develops, evaluates, integrations, and communicates concepts, doctrine, requirement development and solutions across the DOTMLPF-P, Warfighting functions and formations to improve Army combat effectiveness. As the Program Manager - you will directly support the CDID stakeholders with capability development, testing and evaluation, Capability Based Assessments, capability production documents, and coordinations with material developers. Working closely with your client, your efforts will aid key stakeholders in strategic decision-making across several subject area domains (requirements, financial, manpower, logistics). You will consult and collaborate with client personnel to ensure appropriate documentation is completed to support DoD 5000 and Non-DoD 5000 approaches in acquiring and assessing new and emerging capabilities (TRL 7 and up) for future use within the Army. You will provide project management subject matter expertise to facilitate Government-led projects and programs. This support shall include contractor personnel capable of providing assistance in:

  • Identifying requirements
  • Addressing the various needs, concerns, and expectations of the stakeholders in planning and executing the project
  • Setting up, maintaining, and carrying out communications among stakeholders that are active, effective, and collaborative in nature
  • Managing stakeholders towards meeting project requirements and creating project deliverables
  • Making recommendations to the Government on the effects of balancing the competing project constraints such as scope, quality, schedule, budget and resources, and risks.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance: Provide direct program management support to the CDID and be able to aid in the development, maintaining, and reporting of capability development.

  • Experience with the Joint Capabilities Integration and Development System (JCIDS), both DoD 5000 and Non-DoD 5000 acquisition approaches.
  • Experience with Other Transaction Authority (OTA) approaches.
  • Prepare and assist with Market Research Reports, problem-solving, critical thinking, and Capability Assessment Reports (CARs) in support of program objectives.
  • Provide strategic consulting support in order to adapt new processes and approaches to meeting the mission goals and objectives.
  • Provide process analysis and improvement recommendations to improve efficiency, drive down costs, and address program weaknesses.
  • Develop and maintain an in-depth understanding of project goals across all performing disciplines.
  • Translate project goals and planning guidance into planning products such as an Integrated Master Plans (IMP), Integrated Master Schedule (IMS), project schedule, and plan of action and milestones (POA&M).
  • Collaborate closely within a multi-disciplinary Integrated Product Team.
  • Develop, identify, and evaluate multiple courses of action. Provide recommendations for action with rationale.
  • As the leader of a team of skilled practitioners, you will deliver effective communication and perform day-to-day management of the contract.
  • Organize, direct, and coordinate planning and execution of all contract support activities.
  • Ensure conformance with costs, schedules, and performance on this contract.
  • Prepare and assist in presenting formal briefings using multi-media.
  • Translate plans into professional documents with narrative, supporting figures, etc.
  • Identify mission goals on projects, and review practices to ensure appropriate goals are prioritized and met.
  • Effectively communicate in English verbally and in writing to executive level leadership stakeholders.
  • Work independently in a fast paced, high visibility program office while balancing multiple workloads.
  • Formulate ideas and concepts into clear visual graphics, PowerPoint slides, and diagrams for presentations.
  • Facilitate meetings among stakeholders to achieve meeting objectives.
  • Ability to develop, execute, and report on multiple, concurrent project plans while conducting periodic risk reporting to client.
  • Travel 25%

Education and/or Experience/Skills Required:

  • PMP certification or Defense Acquisition Workforce Improvement Act Level II or III qualified or equivalent education and experience in Program Management.
  • Experience: 10 years Program Management experience on DoD
  • Education: Undergraduate degree from an accredited university
  • Be proficient in conflict resolution. Be able to communicate orally and in writing with COR. Possess the skill sets to supervise contractor employees. Be capable of coordinating work schedules/assignments of contractor employees. Be knowledgeable of all aspects of assigned contract to include but not limited to deliverables, costs, quality control plan, and security requirements.
  • Excellent Writing skills
  • Highly capable skills with MS Office programs

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds as necessary.

Security Clearance: DoD active security clearance may be required

Travel: 25%
