Responsible for ensuring compliance of all OSHA and EPA governmental programs which includes OSHA 300 and state emergency response reporting. Manage and direct all worker’s compensation, vehicle accident/insurance, and all product liability claims for the company. Responsible for reducing liability/financial exposure for the company. Direct liaison with corporate for all programs. Establish, execute and deliver NorthCenter specific plans that support PFG’s overall objectives, including security and crisis preparedness objectives.Essential Duties and Responsibilities include the following. Other duties may be assigned.Safety:Plans and implements safety policies and procedures in compliance with local, state and federal OSHA, EPA, DOT rules and regulations. Implement, execute, ensure compliance with PFG’s health, safety and environmental policies and procedures. Works in tandem with Operations Management.

Drives and promotes zero incident culture throughout the site and depot locations. Achieve annual goals for incident frequency, severity and related cost reductions.

Trains Supervision on incident investigation process, including cause analysis and identification of corrective action plans.

Primary contact and responsible for all external and internal OSHA, EPA, DOT audits.

Ensure that required regulatory permits are acquired, that reports are submitted to regulatory agencies and any site permit conditions (e.g. recordkeeping, PSM, storm water, special waste etc.) are met.

Facilitate the completion of NorthCenter’ s annual training plan. Ensures timely new hire training. Plans and implements programs to train supervisors and employees in work site safety practices, fire prevention and correct handling techniques for chemicals, toxins, equipment and other materials.

Prepares studies and analysis of industrial accident causes and hazards to health for use by company personnel and outside agencies.

Lead NorthCenter system to identify and evaluate hazards (risks) and implement effective controls (corrective solutions). Inspects organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated and follows up to ensure measures have been implemented. Visits customer delivery sites and makes recommendations for mitigation of hazards working closely with Transportation and Sales management.

Provides information, signs, posters, barriers and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.

Leads the investigation of accidents and injuries and cooperates in the preparation of materials and evidence for organization use in hearings, lawsuits and insurance investigations.

Compiles and submits accident reports required by regulatory agencies.

Ensures maintenance of safety files and records.

Participate in reviews of existing equipment modifications, new equipment purchases and changes in site processes.

Lead execution of the NorthCenter’ s annual HSE plan, including development of expense and capital budgets needed to support these efforts. Directs development, maintenance and achievement of goals in support of corporate and business group strategic initiatives. Supports creation of goals for NorthCenter management and appropriate activity-based goals for the leadership team, functional managers and front-line supervisors to drive Safety Culture, compliance and results. Build capability of NorthCenter resources to support implementation of HSE initiatives.

Organizes and leads NorthCenter’ s Safety committee and Accident Review board.

Ensures First Response Teams are adequately trained and certified.

Worker’s Compensation:Manage the worker’s compensation program, including working with the providers and insurance carrier to reduce employee lost time.

Ensure Light Duty is provided and used in all applicable cases.

Loss Prevention/Security:Support execution of NorthCenter’ s Emergency Preparedness Plan procedures and policies.

Loss prevention claims coordinator for auto liability, worker’s compensation and product liability. Responsible for reporting monetary impact of claims and recommending solutions to the VP of Finance.
