The SESC provides financial and human resources support to the Departments of Labor, Public Safety, Professional and Financial Regulation and the Maine Emergency Agency. Service Centers provide professional financial expertise to manage the financial activities of multiple departments and bureaus, with accounts that vary in size and complexity. Services for customer agencies include accounting and financial processing, cash management, budget development and monitoring, financial analysis, grant management, legislative support, and administrative functions.We are looking for a motivated candidate with organizational skills, good communication skills, strong teamwork skills, accounting knowledge and good working knowledge of Office 365 applications. The SESC is a well-balanced, cohesive team that supports one another. Our Service Center has a track record of employee retention and satisfaction.This position will be a full-time, long-term, limited-period position. The selected candidate will assist with special projects relating to American Rescue Plan (ARPA) funds for up to 3 years. These employees enjoy the same benefits, rights, and privileges as permanent employees. Work will be performed under limited supervision. The position is home-based for the next few months and then will be based in Augusta, Maine.CORE FUNCTIONS:Administers and analyzes complex accounting records in accordance with federal and state requirements; ensures compliance with laws, policies, and procedures for recording and controlling financial transactions of assigned program budgets and accounts; and performs internal control tests on accounts in order to ensure compliance and preparation for audits.

Monitors and analyzes complex general accounts in addition to a wide variety of specialized accounts, recommends and initiates transfers and adjustments when appropriate, and applies transactions and performs account reconciliation in order to reconcile and monitor accounts.

Computes and prepares a variety of complex financial reports, and monitors and summarizes financial and operating information related to federal funds in order to prepare necessary reports.

Analyzes and verifies the accuracy of financial and statistical reports and records submitted by department staff, and communicates with staff regarding projected revenues, budgetary positions, and other issues in order to apprise employees of financial conditions.

Prepares and enters data into the accounting system in order to access, analyze, generate, and distribute reports.

Prepares trial balances, financial statements, and schedules in order to prepare necessary reports.

Analyzes general ledger account balances and organizes information for independent audits of accounting records in order to prepare accounts for formal reviews.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).Knowledge of GAAP/GASB.

Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.

Knowledge of governmental accounting standards and systems.

Knowledge of computerized accounting systems.

Knowledge of standardized desktop technology and products.

Knowledge of basic supervisory methods and techniques.

Ability to apply accounting principles in locating and correcting accounting errors.

Ability to apply accepted accounting principles to income statements and balance sheets.

Ability to verify fiscal source documents and application of fees, refunds, collections, and discounts.

Ability to prepare narrative and statistical reports and financial statements, projections, and schedules, and analyze and interpret information from reports.

Ability to review fiscal transactions for conformity with applicable laws, rules, policies, and procedures.

Ability to communicate effectively.

Ability to recommend improvements in accounting controls, financial review trails, and business practices.

MINIMUM QUALIFICATIONS: A Bachelor’s Degree in Accounting from an accredited educational institution that includes at least 18 semester hours in accounting coursework OR an Associate’s Degree in Accounting from an accredited educational institution and 3 years of practical work experience providing complex technical accounting support in a professional accounting environment OR 6 years of practical work experience providing complex technical accounting support in a professional accounting environment. Accounting coursework must include successful completion of basic, intermediate, and advanced accounting principles courses.
