SME will support the Government with the adjudication of Committee on Foreign Investment in the United States (CFIUS) and Telecom transactions including detailed CYBER and Telecom technical analysis, management of transactions and projects and associated activities under the client’s Foreign Investment Unit. These personnel are to provide expert consulting services in support of the Foreign Investment Unit to include participation in transaction adjudication/meetings, assisting the client with CFIUS and Telecom briefings with CFIUS Committee members, International partners and industry representatives.

Responsibilities: SME will assist the Government with analyzing the congressionally mandated CFIUS transactions (and related responsibilities) foreign investments and telecom 214 license and/or acquisitions for ongoing and emerging transactions. This support shall help the Government gauge the threats risk to national security posed by the foreign investment. The SME will be expected to support meetings, draft and review documents, assist with the preparation of correspondence with government analyst and agents and other contractors, and provide other related services as required. This includes, but is not limited to, involvement with the activities listed below.Intelligence Community Liaison
  • Liaise with members of the CFIUS Committee, FVEY, and Foreign Governments;
  • Travel domestically as required;
Briefings
  • Advise and consult on intelligence trends and threats;
  • Provide assistance as needed or as directed by the client technical supervisor;
Studies, Reports, and other Research
  • Assist with the timely adjudication of CFIUS and Telecom transactions
  • Review up to date technical information derived from transaction submittals;
  • Analyze and compile collected threat and risk intelligence to create summary products (graph and text);
  • Assist FIU staff with the drafting of requested Intelligence products and Reports for dissemination to the client leadership, National Intelligence Council and the Department of Justices’ Foreign Investment Review Staff;
Other Intelligence Community Liaison, Investigation Management assistance, Risk and Threat Assessments, Program Management Support, Participate in periodic review meetings as required by the Government, Other Meetings as required for missionMinimum Qualifications:
  • US Citizenship with an active Top Secret clearance
  • Bachelor’s degree from an accredited university.
  • Minimum of 15 years of direct CYBER/Telecom experience including an understanding of the threats and risks of foreign investments in the CYBER and Telecom battle space
  • Minimum of 10 years direct experience working with industry or intelligence community partners supporting CYBER/Telecom threats and risks;
  • Be capable of working independently and providing detailed technical analysis and recommendations to CFIUS Committee members Telecom working group staff and FBI personnel at the senior executive level
  • Working knowledge of the CFIUS and telecom adjudication process including the congressionally mandated documentation and timelines.

Desired Qualifications:
  • Masters and or PhD in a relevant subject area is desirable.
