Summary This position is located in the Office of the Inspector General (OIG), Management Services (MS), Administrative Operations. Administrative Operations is responsible for administrative management support functions, in the areas of procurement, space management, property management, records management, mail management, emergency management, and Continuity of Operations (COOP). Responsibilities The Inspector General (IG) of the Department of Education (Department) heads an independent and objective organization responsible for audits, investigations, and other services related to programs and operations of the Department. The IG provides leadership and coordination and recommends policies for activities designated to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs and operations. The IG is the principal advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department’s programs and operations and the necessity for and progress of corrective action. The Office of the Inspector General (OIG) consists of the following seven components: Immediate Office of the Inspector General Enterprise and External Affairs Audit Services Investigation Services Technology Services Management Services Legal Services/Counsel to the Inspector General The functions of Management Services (MS), under the direction of the Assistant Inspector General (AIG) for Management Services, provides management, administrative, and planning support to the OIG's major operations and administrative programs as well as to the OIG senior leadership regarding business operations support matters. MS coordinates the formulation and issuance of OIG policies, procedures, and standards of operations; stays current with Administration and Congressional legislative activities, external directives, and Department program and management changes impacting OIG operations and policies; oversees and manages the agency’s annual budget appropriation and procurement functions; and is responsible for human resources, space and infrastructure support, OIG-wide administrative records management functions, and OIG-wide training programs. Major Duties are included but not limited to: The Director, Administrative Operations The incumbent leads and coordinates the formulation and implementation of OIG policies, programs, methods, procedures, and instructions for administrative management support functions, in the areas of procurement, acquisitions, space management, property and facilities management, mail management, credentials, telecommunications, and Continuity of Operations (COOP); and the assessment of the management support requirements of new programs and/or changes to existing programs to determine the impact on OIG operations, funds, and personnel. Program & Property Management - Directs the implementation of OIG leases, office space, and motor vehicle fleet management program to ensure maximum utilization and accountability of OIG property. - Provides program oversight and the issuance of policy/directives related assets to include durable and real property. This entails adequate inventory control measures, accountability systems, proper disposal of unneeded assets, and adequate security for government resources. - Provides program oversight and the issuance of policy/directives related to the proper management and disposition of federal records. Contract & Acquisition Management - Directs the implementation of a contracting and procurement program (including use of micro-purchase card) to ensure contracts, procurements, and small business program objectives are managed within Federal guidelines. - Oversees the purchase card and travel card programs for the Agency, including use of the online travel system and management of travel cards. - Serves as the lead for continuity of operations (COOP) events to ensure reconstitution of facilities and business operations in the event of business/facility disruptions. Emergency Management & Continuity of Operations - Assists in the development, review and critique of emergency management response plans and continuity of government plans for OIG staff and facilities. - Perform assessments in regards to emergence management and continuity of operation plans and programs. - Develop action plans, reports and improvement plans based on incidents, exercises, and assessments. Supervision - Supervises a team of multi-disciplined staff members responsible for executing administrative, operational, and planning support activities in support of OIG's major operations, facilities, and administrative programs. - Establishes program objectives for contract, procurement, travel, and support operation programs; prepares justifications and sets priorities for long-range planning and the allocation of human resources. - Evaluates subordinates’ performance; approves leave; recommends promotions, reassignments, and disciplinary measures. - Approves all formal documents associated with recruitment and placement, position classification, performance standards, training, appraisals, awards, leave and disciplinary actions. Requirements Conditions of Employment May be required to complete a background and fingerprint check. You must be a U.S. citizen. Males born after 12/31/1959 must be registered with the Selective Services. Top Secret Clearance required. Requires a financial disclosure statement. TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in planning and coordinating the business functions of an office to include resource management, space allocation and planning Experience in strategic assessment and planning to ensure efficiency of operation and consistency within the office. Experience working with stakeholders to assess their needs, offering solutions that will meet or exceed their expectations and providing quality products and services in a timely manner. Experience in planning and administrating the travel card program, purchase card program, and providing oversight of contracts and negotiated agreements. In Addition, applicants experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge and skill to interpret governing regulations and laws, in managing OIG’s facilities and space and resolving business/facility disruptions. Knowledge, skill, and ability to management OIG’s records management program in coordination with components, National Archives Records Administration, and the Department of Education. Knowledge of a wide range of administrative and managerial techniques to provide leadership in OIG property management. Skill in applying, laws and regulations for OIG’s contracting and procurement program. Skill in supervising and guiding a multi-graded analytical workforce. Skill in oral and written communications. Education Education cannot be substituted for experience for this position and grade level.
