Human Resources Specialist
District of Columbia, Washington, 20001 Washington USASummary This position is located in the Human Resources Division, Office of the Executive Director, Bureau of Administration (A-DT/EX/HRD). Responsibilities Provides operational and advisory support to management and staff in the Bureaus of Administration and Information Resource Management in the areas of work life balance, leave administration, telework, and workers compensation. Receives and processes all requests for telework, including Remote Work Arrangement (RWA) and Domestic Employee Teleworking Overseas (DETO) programs, leave, and workers compensation. Advises employees of required actions, processes, and time frames. Participates in policy studies and meets with other departmental and USG HR professionals to discuss ways to improve the use and effectiveness of assigned programs; and recommends changes in policies. Advises Bureau managers, supervisors, and employees on issues such as pay and leave administration, employee benefits and related functions. Serves on specialized study teams considering issues and trends in such HR areas as the usage of leave and work-life benefits, the impact of revised regulations and policies, and related employee relations problems and issues. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-11 must have 1 year of specialized experience equivalent to the GS-09 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing operational and advisory support to management and staff. Experience in the areas of work-life balance, leave administration, telework, and worker’s compensation. Experience counseling employees on options and approaches for obtaining maximum gains from programs; and working closely with employees to ensure employee eligibility and entitlement requirements are met. There is no substitute of education for specialized experience for the GS-11 position. Education Education requirements do not apply to this vacancy announcement.
