District of Columbia, Washington, 20001 Washington USASummary This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Management and Administration (OMA), Quality Management Department (QMD). Responsibilities The candidate selected for this position will: Serve as an expert project manager using tools, methodologies and strategies, involving the analysis of business process related work which includes being responsible for conducting very complex analysis or special studies and providing authoritative technical guidance. Be responsible for analyzing complex business processes and their respective information requirements. Serve as an authoritative Advisor/Consultant advising management and colleagues on the change management and other change problems, conduct complex special studies, and propose options and alternatives representing the organization. Requirements Conditions of Employment Qualifications All qualification and eligibility requirements must be met by the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector managing a team to achieve desired results; designing, developing, advising, implementing, evaluating process improvement activities using methodology and tools, and conducting internal management consulting engagements and projects. Examples include: facilitating workshops for business process design, using Lean Six Sigma (LSS), project management, and other process improvement strategies; leading process improvement projects; providing process improvement consulting services; recommending automation tools or methods for processes; developing business plans; developing organizational business models; developing business strategies; and developing actionable deliverables including standard operating procedures, automation tools, or project management frameworks. Certification by the Project Management Institute as a Project Management Professional is preferred, but not required. Lean Six Sigma Black Belt Certification is preferred, but not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
