SummaryThis position is in the Veterans Benefits Administration (VBA), Office of Transition Economic Development Office (TED), located in Washington, DC. The supervisor maintains leadership, oversight and management of the Transition Assistance Program (TAP) which is delivered at over 300 military installations world-wide. Serves in a confidential and close working relationship with the Assistant Director, Deputy Director and Director, OTED and serves as a consultant to senior level VBA management.ResponsibilitiesDUTIES AND RESPONSIBILITIES The Supervisory Program Analyst carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Oversees operating programs and activities supporting OTED, to include the VA TAP and Military Life Cycle Modules (MLCs) curricula portfolio. Plans and carries out programs requiring competence in the principles, methods, practices and techniques of curriculum design, development, evaluation and assessment procedures. Ensures evolving changes in TAP are incorporated into the curriculum and synchronous with OTED mission and objectives. Stays abreast of evolving doctrine and evaluation and assessment concepts and trends and advises the senior leadership about incorporation of new strategies, techniques and approaches appropriate to the training/educational programs. Validates the types and capabilities of instructions methods, materials and media. Develops curriculum using traditional brick and mortar methods, as well as updated virtual curriculum methodology. Determines or reviews clusters of learning events, course content and instructional design plans. Validates which tasks or determines which skills can be effectively and efficiently support by job or skill performance aids. Using ADDIE Model of Instructional System Design (ISD), the Kirkpatrick model and other authoritative educational concepts, initiates and plans development of the curricula in assigned specialty areas and ensures the synchronized curriculum development by numerous course and lesson authors. Oversees and conducts research, analysis, and evaluation of procedures, programs and policies to determine the impact and the need to adjust existing policies and procedures or develop new policies and procedures to align with any new requirements Determines and allocates resources; establish goals, objectives, and priorities; develop procedures; facilitate new initiatives; coordinate program efforts with other activities and assess the impact of organizational or functional changes on activities affecting organizational objectives. Effectively manages projects using formal tools and guidelines such as those used in the Project Management Body of Knowledge (PMBOK) Guide. Reviews materials prepared by the staffs within the Office. Ensures that communications is clear. Effectively transmits the intent of the Assistant Director, OTED Director/Deputy Director, and VBA Executive Senior leadership. Assists in the preparation, editing or revision of materials. Ensures development of specific milestones and evaluating procedures that permit monitoring and control of program functions and ensures effective responses to changes in program priorities Liaison with other VA entities to ensure effective collaboration between the business owners, stakeholders, internal and external customers. Gathers background material on a wide range of subjects for Leadership. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. Examples of specialized experience would typically include: Experience in identifying and developing training needs and developing instructional programs and techniques for improvement methods; Creating plans for the evaluation of training programs to determine strengths, weaknesses, and best practices; and Research, collect data, and prepare interpretations of results to support business goals and objectives and recommending improvements Education: There is no education requirement for GS-14. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
