SummaryThis position is located in Rural Development Innovation Center, Regulatory Team. The Regulatory Team works in collaboration with program staff to manage changes to RD regulations, with a focus on reforms that improve customer service and removing barriers to rural prosperity.ResponsibilitiesManages, directs and coordinates the work for direct reports who are responsible for designing developing, administering and controlling the Rural Development regulations and directives management system.Coordinates and implements special initiatives and high-visibility projects, providing oversight and review of all aspects of the work inherent in the creation and subsequent day-today management and operation of the projectsResearches and analyzes new or revised legislation to determine the need for new or revised agency regulations, conducts management studies and provides analysis to determine the need for regulatory actions.Directs teams in the performance of duties ensuring workload and resources are effectively distributed and monitored.Monitors and coordinates program planning, development, implementation an evaluation and provides technical administrative guidance toprogram staff nationwide on programs and projects administered by the Innovation Center.Provides technical leadership, training and guidance to Senior Agency Leaders, State Directors and staff in regard to implementingspecial initiativesControls of Paperwork Burden on the Public and Implementation of the Paperwork Reduction Act of 1995 for all RD programs.RequirementsConditions of EmploymentQualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g., one year at the GS-13 grade level for consideration for the GS-14 grade level.)For the GS- 14 Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience of the regulation and forms development and clearance process including knowledge of executive orders, statutes, and inter- and intra-agency requirements that govern the rulemaking and information collection processes.NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the 2210 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. This position requires a favorable credit check as part of the background investigation. Selectee must be able to obtain and maintain a security clearance.
