This position starts at a salary of $142,701.00 (GS-15, Step 1) to $170,800.00 (GS-15, Step 10) with promotion potential to$170,800.00 (GS-15 Step 10). Exercises broad executive level management authority in directing, managing and overseeing the day to day operational workforce the Security Management Division, with knowledge and experience in this area as a requirement as the work impacts CBP's headquarters and field operations through providing security of CBP personnel and facilities; Conducts extensive evaluations of program goals and objectives and directs adjustments to assure each complies with rapidly changing and expanding agency missions specific to security management; and coordinates, creates and implements policies and program changes both internal and external to CBP; Develops actionable recommendations that assist CBP managers in addressing identified programmatic issues, improving operational effectiveness or efficiency, strengthening existing internal controls and/or overcoming impediments to the achievement of CBP objectives and goals for security management; Monitors the progress of programs, and assures that all are conducted pursuant to national policies, procedures and laws; provide team members with direction, technical guidance and instruction to successfully complete audit, compliance and inspection objectives timely, efficiently and effectively; and Reviews all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition. Please review further details via the following link.QualificationsExperience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Monitoring the progress of programs and assures that all investigations, inspections and evaluations are conducted pursuant to national policies, procedures and administrative laws; Reviewing organizational structure and functional responsibility and making decisions regarding staffing adjustments and delegated levels of authority; Providing oversight and direction to agency personnel on complex and controversy matters relating to investigations on alleged employee misconduct; and Reviewing and providing recommendations to upper management officials on new or proposed policy and administrative laws on investigative operations and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Most training occurs in Harpers Ferry, West Virginia and requires overnight extended stay. GS-15: All newly appointed, GS-15s are required to complete the mandatory CBP Leadership Institute (CBP LI) course. The Office of Training and Development will schedule eligible managers to attend CBP LI within the first 90 days of appointment. All newly appointed, permanent GS-15s shall attain the knowledge, skills, and abilities necessary to successfully perform their responsibilities by completing required leadership training in accordance with CBP Directive 51410-026, Required Leadership Training for New CBP Senior Managers (dated 02/11/2014), and CBP Directive 51410-024, Required Continuous Leader Development for CBP Supervisors (dated 11/17/2013).NOTE: This training may be waived if previously completed. Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired.
