Job Description:

Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.

Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

Responsible for profitability and revenue growth of assigned program(s).

Have current knowledge of security strategy, governance, risk and compliance, security operations, security architecture and engineering, incident and data breach response, and program management.

Experience running broad-scope cybersecurity programs inclusive of strategy, security assessment services, incident response, governance, risk and compliance, security operations and security architecture and engineering for federal government agencies. This experience should include managing multiple concurrent workstreams across the stated disciplines.

Knowledge of Federal policies, program standards and guidelines, program and project management strategies, principles, and frameworks for IT security programs, organizational change management and communication strategies, security assessment principles, tools, and techniques for Federal systems (e.g. examination, interview, technical testing, penetration testing, vulnerability testing, etc), general attack stages (e.g., footprinting and scanning, enumeration, gaining access, escalation of privileges, maintaining access, network exploitation, covering tracks, etc.) and how to apply them to protection, detection and defense, incident response and handling methodologies, and threat hunting methodologies and practices.

Experience with Managed Services is preferred (IaaS, SaaS, PaaS, XaaS)

Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.

Performs business development activities at all stages, including the preparation and review of technical and cost proposals.

Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.

Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.

Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

Prepares and provides various reports and technical reviews to senior management as requested.

Ensures compliance with relevant corporate and government policies and standards.

Participates in special projects as required.

SCOPE: Manages a medium to large team or department focused on multiple areas. Medium to High complexity.

DESIRED QUALIFICATIONS:

PMP & CISSP/CISM Required, CEH highly desirable

BA/BS in Business, IT, or a related field

10+ years of experience in cybersecurity-related program/project management
