SUMMARY OF DUTIES: The Data Scientist assists the OIG to conduct audits and investigations, in accordance with lawful standards, relating to Amtrak's programs and operations by using data analytics software. The incumbent will support complex audits and sensitive criminal, civil, and administrative investigations with advanced data analytics strategies to assess the economy, efficiency, and effectiveness of Amtrak programs and operations, and identify evidence of potential fraud, waste, and abuse. The incumbent is responsible for collecting and analyzing data to provide sufficient evidence of findings or weaknesses using data analytics software and identifying potential solutions. Evidence developed by incumbent also has the potential to be used by OIG investigators for civil or criminal accountability in conjunction with relevant United States Attorney Offices. Incumbent will lead development of scripts to analyze data, and the quality assurance review and validation of others' work to ensure that analytic results produce are consistent with overall analytic guidelines and established processes before results are provided to auditors and investigators.

ESSENTIAL FUNCTIONS: • Builds advanced analytics models for the generation of insights, and identification of opportunities to innovatively use available data to discover signals, patterns, and drive towards intelligent decision-making. • Prepares, cleans, normalizes, and validates data for utmost integrity before usage, and assists with ad-hoc data analysis requests, as needed. • Develops productive working relationships with internal and external parties. Interfaces with various levels of the organization including Senior Management, maintains communication with the system and data owners, and monitors changes to the sources system that impact OIG's access to the data and other downstream analyses/reports. • Helps conduct expert data analytic strategies using data analytic tools to identify trends or to solve a variety of business problems in support of complex audits and investigations in various business areas-such as safety and security, contract management, procurement practices (P2P), vendor management, finance, human resources, payroll, public corruption, revenue management and health care-for identifying fraud, waste, and abuse. • Responsible for managing data risk and security in working with the Data Engineer and OIG IT Mission Support team. • Collaborates with other Data Analysts, Data Engineers, Auditors and Criminal Investigators in planning and gathering digital evidence in support of complex audits and investigations. • Performs Quality Assurance Reviews of others' work and prepares own reports to a high degree of excellence. • Meets regularly with team to provide work status. Discusses work progress and obstacles. Provides recommendations and solutions to identified technical issues. Ensures work, information, ideas, and technology flow freely. • Can work independently without supervisory guidance, or take the lead, as needed, in the collection and analysis of data; and ensures that evidence collected is reliable, sufficient, and relevant such that it can support audit findings and recommendations, or investigative evidence presented to a United States Attorney's office. • Assists in conducting and documenting interviews and record searches. Assists in developing written portions of search warrants, affidavits, and criminal indictments based on investigative findings. • Prepares reports/spreadsheets and detailed exhibits that can be integrated into reports, briefings, and other related products. • Assists with developing products such as briefings, messages, reports, testimonies, and/or fact sheets, ensuring all products are clear, convincing, accurate, and thorough. • Keeps management abreast of project progress and any matters that may affect timely completion of engagements. Helps identify potential fraud and provides input and insight to further investigations. Assist counsel in preparation for trials. Testifies at hearings and criminal trials, when necessary.

MINIMUM QUALIFICATIONS: • Bachelor's Degree in Data Science, Data Analytics, Statistics, Computer Science, Information Systems, or other fields related to data analysis, machine learning, business information management, or forensic accounting. • 5+ years of experience performing statistical analysis using data analytics software packages, such as Python, R and Alteryx; and other visualization software such as Tableau or Microsoft Power BI. • Must possess good problem-solving/critical-thinking skills and be able to translate business problems into quantitative/analytical solutions • Strong SQL query skills to self-serve data acquisition from disparate sources. • Must have strong analytical and programming abilities with deep knowledge of scripts and data structures. • Demonstrated proficiency in building queries and scripts for Extract, Transform, Load (ETL) and analysis, and creating data visualizations. • Must be able to interpret large datasets, understand relationships and joins, and write scripts to analyze results using popular programming languages in open-source circles and other data analytics software packages. • Knowledge and ability to implement predictive modeling, machine learning, clustering, or other statistical analysis techniques. • Must be able to establish effective working relationships with internal and external stakeholders. • Must be able to work independently as well as in a team environment with minimal supervision. • Must be able to maintain composure in stressful situations and maintain confidentiality of sensitive information. • Effective written and oral communication skills. • Ability to multi-task with attention to detail.

PREFERRED QUALIFICATIONS: • Master's Degree in Data Science, Data Analytics, Statistics, Computer Science, Information Systems, or other fields related to data analysis, machine learning, business information management, or forensic accounting. • Advanced proficiency performing analytics with computer programs such as Python, R, SQL, Alteryx, Microsoft Power BI, SAS, or others for data analysis and visualization software. • Experience in developing analytical solutions using cloud data tools for ETL, storage, and data analysis. • Knowledge of using API to retrieve information, process requests, and return responses. • Knowledge of working with JSON format data including parsing and stringifying. • Knowledge of Federal criminal and civil law, practice, and procedure. • Investigative experience with an emphasis on complex white-collar crimes involving contract/procurement, vendors, finance, human resources, public corruption, revenue and health care. • Broad knowledge of the laws, practices, and procedures of Federal Offices of Inspector General. • Investigative experience with an emphasis on complex white-collar crimes involving, contract/procurement fraud, public corruption, revenue, and health care fraud. • Experience testifying in criminal, civil, or administrative trials/hearings or presenting complex investigative findings to executive decision makers. • Experience with forensic auditing techniques involving digital media. • Familiarity with passenger rail operations and/or transportation operations.

COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.
