We are seeking a qualified individual for a Grants and Contracts Specialist position within the Contracts and Grants Section of the Department’s Operational and Support Services Branch. Please Note: This position has an anticipated end date of July 31, 2024. The Grants and Contracts Specialist will perform all duties related to leading and directing assigned staff in establishing, monitoring, and managing contracts with the Department’s service providers. Duties will include, but not be limited to, the following: Assist with the planning of office workflow and determining priorities;

Provide staff training, assistance, and oversight in execution of duties related to contract management and payment;

Act as liaison to operating units within DPH to determine programmatic need for contracts/agreements and represent DPH to private providers on questions and assistance in all phases of contract management;

Conduct employee performance evaluations and monitor employee conduct;

Review requests to initiate/amend contracts and verification of funding;

Create contract/amendments using advanced level MS Word formatting;

Prepare contract approvals and routing forms;

Assistance with establishing, maintaining, and revising as needed office procedures, policies, and reporting tools;

Track/monitor deadlines and paperwork required and facilitate staff contributions and ensure timely processing of forms, approvals, and reviews;

Create and review contracts/amendments to ensure inclusion of all necessary contract clauses, terms/conditions and assemble and monitor Personal Service Agreements, Purchase of Services contracts, and Memorandum of Agreements;

Create and review contract budgets and payment schedules;

Review submitted material (affidavits, etc.) and expenditure reports for accuracy, completeness, and proper execution;

Create and update contract records in CGMS database and CORE-CT;

Generate contract management and tracking reports and conduct follow-up as needed;

Generate fiscal tracking reports and conduct follow-up as needed; and

Prepare and process contract payments to DPH Fiscal office in accordance with contract payment schedules and contract terms and conditions.

This position is full-time, first shift, 40 hours per week with a typical work schedule of Monday through Friday. In a state agency, this class is accountable for performing as a specialist in planning, implementation, management and evaluation of a large complex grant program or group of programs in one field where responsibilities are assumed for program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, program monitoring and assessment.


Performs specialized related duties in the area of grants management; performs research to support the application for or the disbursement of grants including needs analysis, literature review and regulations critique to identify problems and determine priorities; develops alternatives; gathers information related to program area; develops goals and objectives, evaluation standards, timetables, other program components and department policy for program area and individual projects; prepares grant proposals; monitors use of grant monies awarded to agency to ensure adherence to all terms and conditions; facilitates direct grant process; provides technical assistance and acts as resource person to grantees; evaluates program proposals and applications for conformance with regulations and state goals; recommends funding; prepares contracts and agreements related to grant activities; monitors and assesses ongoing programs for conformance to reporting requirements, general budget and timetable guidelines and program effectiveness; prepares quarterly and annual reports and statewide annual plan or section of plan related to program local area; attends meetings of appropriate state, local and regional organizations and performs other liaison functions to coordinate efforts in program area; performs related duties as required.


Considerable knowledge of grant preparation and administration; considerable knowledge of program evaluation and monitoring functions; knowledge of research methods and techniques; some knowledge of budget preparation and monitoring; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software; some supervisory ability.


Seven (7) years of experience in planning, implementation and/or management of grant programs on a community, state or federal level.


College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.


Experience in the development of contract language and administration of professional service contracts to include managing, monitoring, and tracking contractor performance and financial compliance with contract terms and conditions

Experience leading staff

Experience managing multiple time sensitive priorities in a high-workload environment involving collaboration with other internal and external partners to ensure timely completion of deliverables

Experience in maintaining collaborative relationships and partnerships

Experience monitoring and tracking compliance with contract, grant, or funding terms and conditions, regulations, or policies

Experience with identifying deficiencies in financial record keeping and/or procedures

Experience interpreting and applying statutes, regulations, and administrative policies
