CDOR Values Description of JobThe Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). The Division works in partnership with Office of Information Technology (OIT), internal/external stakeholders including vendors and customers.The Division is actively seeking a strategic Business Partner to serve as the primary contact between ISD and the Colorado Department of Motor Vehicles. The desired individual should possess highly effective oral and written communication skills in order to build and foster strong relationships, possess strong business acumen, have direct experience supervising the work of others and, is highly motivated to formulate, organize and monitor inter-connected projects. This position oversees, administers, and maintains the division's project portfolio including priorities, planning, development and implementation of project efforts.Specific duties and responsibilities include but are not limited to:Division Liaison

Serves as the communication link between division stakeholders and ISD.

Drives and facilitates portfolio communications to all stakeholders including regular meetings to evolve the strategic roadmap.

Records and distributes meeting minutes, action items, and follow-up with owners.

Represents the business when stakeholders are not available.

Serves as first escalation point for project risks and issues, escalates to Director of Strategy and/or Senior Director of ISD as needed.

Works day-to-day using daily or weekly “Standups," other meetings, emails or chats (instant message) as a method to move work forward, inform stakeholders, and maintain transparency.

Project Management

Manages scope, schedule and budget for DOR project initiatives.

Executes project planning and implementation activities for the overall coordination, scheduling, planning, monitoring and control for all phases of an assigned project.

Leverages project management tools and methodologies in all project phases.

Establishes and maintains project schedules including key milestones and deliverables.

Manages risks, assumptions, issues and dependencies.

Provides project status reports to all relevant stakeholders and manages changes to project scope, schedule and budget.

Division Strategic Project Portfolio

Works with division leadership to develop, document and maintain a 3-5 year Strategic Road map including new employee and customer benefits, process improvements and system introductions or major updates.

Creates and maintains a Business Project Priority list providing the full listing of project work happening in the division.

Aids project priority discussions and provides data to inform decisions and direction.

Manages the division's strategic roadmap in partnership with leadership, stakeholders, vendors and partners to ensure roadmap objectives align with divisional and organizational goals.

Supervision

Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

Establish work schedules, review and approve work time and absences.

Participate in the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates and hire.

Manage staff movement, pay, and employee concerns as they arise.

Identify training and developmental needs, and provide training as needed.

Provide feedback and coaching, write performance plans, and sign performance evaluations.

This position is primarily remote with occasional in office meetings and training in Lakewood.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS: Must meet one of the following or any combination of experience/education to meet the qualifications: OPTION 1:

9 years of experience in key account management, systems analysis/management, business/operations management, business or IT consulting, strategic planning, and/or project/portfolio management, all of which involved negotiating and communicating with stakeholders and budget planning.

OR

OPTION 2:

Bachelor's degree from an accredited institution in Business Administration, Computer Science, Communications, Project Management, Political Science or as determined by the Department

AND

5 years of professional experience in key account management, systems analysis/management, business/operations management, business or IT consulting, strategic planning, and/or project/portfolio management, all of which involved negotiating and communicating with stakeholders and budget planning.

OR

OPTION 3:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

The preferred candidate will possess the following qualifications:

Additional years of experience in project planning and team development

Prior state, county or municipal government experience at the direct supervisory level

Project Management certification(s)

Technical expertise and project/program management experience to establish and maintain effective working relationships with external/internal customers.

Strong interpersonal, decision making, and managerial skills

Proficiency in Google applications (sheets, Docs, Meet)

Experience with Monday.com

Experience in a consulting role

Experience with strategic planning and budgeting

Demonstrated verbal and written communication skills

Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers. Conditions of Employment with the Colorado Department of Revenue :
