As a key member and leader within the Economic Empowerment team, the Employment Services Coordinator spearheads efforts to support clients in obtaining early employment, and in some cases re-employment or job upgrades, with a focus on clients enrolled in the Reach Program operated under contract with the Colorado Refugee Services Program (CRSP) for clients participating in Refugee Cash Assistance (RCA) and Temporary Assistance for Needy Families (TANF) workforce development services. The Employment Services Coordinator uses a strengths-based coaching approach that leverages client assets to promote their ability to move toward the future they envision for themselves and their families. They lead a team of Reach-focused employment specialists providing early employment services and job placement services. The Employment Services Coordinator may also serve as the lead for employment programs and initiatives funded through private philanthropic partners and other donors. The Employment Services Coordinator will work collaboratively with their counterpart Employment Services Coordinator who is the lead for the Matching Grant Program funded by the Office of Refugee Resettlement. They will also coordinate with other colleagues across the IRC in Denver’s direct service teams. They will ensure smooth delivery of job readiness support and employment services targeting first job placements within the initial 150 days of arrival. In addition, this position may provide support for services that assist clients with post-placement and job upgrades, as well as re-employment and unemployment assistance for clients who have lost jobs or experienced layoffs.Major Responsibilities: Staff Supervision and Coordination

Directly supervise day-to-day and larger level, strategic work of the Reach employment team.

Provide leadership, mentoring, supervision, training, performance management, and related support to designated employment staff, interns, and volunteers.

Advise staff regarding issues pertinent to assessments, individual employment plans, job readiness training, and job placement and job follow-up activities.

Manage weekly client assessment schedule and case assignments, share best practices, and contribute to the team’s ability to deliver high quality client-centered services.

Provide direct services as needed to address immediate client needs, provide coverage for staff on leave, or meet temporary surges in demand for services.

Support grievance process, working with staff and clients on issues of non-compliance and client dissatisfaction, work through action plans to address identified challenges, and institute sanctioning processes when needed.

Program Development and Management

Facilitate business partner (employer) development through organizing targeted outreach, job fairs, and networking events.

Analyze and interpret labor market trends and apply program strategy to ensure placement in jobs that represent a diverse range of sectors and industries.

In conjunction with the Economic Empowerment Manager and the Employment Services Coordinator assigned to the Matching Grant Program, coordinate timely provision of employment services.

Participate in monthly review of cash assistance eligibility and payment issuance for Reach and other relevant direct assistance funds.

Monitor Early Employment Incentives and perform timely requests.

Monitor RCA eligibility and request of funds.

Monitor progress toward Reach programmatic performance requirements and support the employment team in working toward these goals.

Oversee routine Reach program reporting.

Participate in annual Reach program design process.

Serve as the primary contact for IRC’s HQ related to the Reach program.

Lead in-service trainings pertaining to the Reach program and related requirements to ensure ongoing compliance with program guidance.

Quality Assurance and Compliance

Provide accurate and timely Reach program reports, for both internal and external purposes, including data captured and recorded in the Efforts to Outcomes (ETO) and IRIS databases.

Conduct regular file reviews and support ongoing quality assurance for employment program case file documentation.

Work with the Economic Empowerment Manager, the Employment Services Coordinator for the Matching Grant Program, the Data and Quality Assurance Specialist, and other relevant team members to establish and implement necessary data collection systems.

Other

Represent the Reach employment team during meetings.

Work closely within the employment team and with counterparts across teams promote smooth delivery of services across all service areas.

Represent the IRC in Denver in meetings with colleague resettlement agencies, local departments of human services, and other area service providers and stakeholders.

Liaise with current and prospective donors and stakeholders including CRSP and IRC HQ.

Attend conferences, seminars and meetings related to program activities.

Other duties as assigned.

Job Requirements:

Education

Bachelor’s degree or equivalent combination of work and lived experience required.

Work Experience

The skills and knowledge typically acquired through 2+ years of relevant work experience, ideally finding employment for clients and coaching them through the nuances of seeking employment, either in domestic resettlement or closely related social service delivery

Experience working with refugees or in refugee resettlement is highly desirable.

Experience supervising and guiding the work of others is strongly preferred.

Demonstrated Skills & Competencies

Highly organized self-starter with demonstrated success in managing multiple priorities and delivering quantifiable results under pressure, with tight deadlines, in a fast-paced environment.

Proven team player with outstanding negotiation, interpersonal, professional presentation, and oral and written communication skills, especially in a multi-cultural environment.

Must be mission and outcome driven, with a high level of energy, self-confidence, and commitment to client success.

Knowledge of and familiarity with the Denver metro area job market, industries, and sectors.

Ability to utilize a variety of technological tools proficiently including, at a minimum, web-based applications, MS Word, MS Excel and MS Outlook. Familiarity with MS Teams, Efforts to Outcomes (ETO) and/or Salesforce a plus.

Fluency in English, both spoken and written, is required. Fluency in Arabic, Russian, Ukrainian, Dari, Pashto, French, Kiswahili, or other languages and cultures of the local refugee population is strongly preferred.

Valid driver’s license, the ability to travel regularly throughout the service delivery area and access to a vehicle required.

Working Environment

A combination of standard office environment and remote work.

Staff are required to adhere to IRC’s COVID risk mitigation policies, which may include masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. IRC policies may be stricter than federal, state, or local level policies.

Occasional evening and/or weekend work may be required.

Compensation range is $25.00 - $27.00 per hour, depending on experience and qualifications. We offer a comprehensive and highly competitive set of benefits.
