The County of San Luis Obispo is offering career opportunities to join our APWA accredited Public Works Department. The department is a professional team of 300 dedicated staff who serve the residents and visitors of the central coast. Our team includes a broad range of disciplines to cover the large scope of responsibilities, with civil engineers playing an important part in our success. Civil Engineering positions in Public Works cover a wide range of engineering responsibilities including civil design, infrastructure project management, development review, survey, construction management, roads, bridges, pavement management, traffic, water resources, and water/wastewater utility operations.

Engineers serve in several areas of the Public Works Department, covering a broad range of civil engineering disciplines. Positions are regularly available in each of these divisions.

Engineers in the Design and Construction Division will be part of a team of engineers, architects, inspectors, and other technical professionals. Design focused positions are responsible for the engineering and public bidding process of a wide range of infrastructure and facilities projects, including new buildings, road improvements, bridges and trails. The construction management team includes engineers, technicians and inspectors who oversee and inspect approximately $15-$20 million per year of projects which are completed by private contractors under contract to the County.

Engineers in the Development Services Division will be part of a team of engineers and other technical professionals who are responsible to review and approve applications for new developments, subdivisions, and other private improvements which impact existing residents or facilities in the county.

Engineers in the Project Delivery Division are responsible for the scope, schedule, and budget of multiple projects at any given time. They serve a project managers to procure and manage consultant contracts between the County and private engineering firms for bridge projects and/or transportation capital projects. This includes technical oversight and project coordination of consultants and County staff performing engineering, environmental, and right-of-way related work. Close coordination with stakeholders and funding agencies, including Caltrans/FHWA funding oversight, is required.

Engineers in the Transportation Division are part of a large team of office and field staff who maintain roads and bridges, manage projects from inception to construction, and plan for future transportation improvements. There are 2 main groups: the Engineering Unit and the Traffic Unit. The Engineering Unit is in responsible charge oversight of programming and delivery of road and bridge maintenance projects, review of Caltrans Bridge Inspection Reports, delivery of maintenance project recommendations for approximately 200 bridges and over 1,300 miles of County-maintained roads, and nominations of future bridge replacement projects. The Traffic Unit is in responsible charge of circulation and corridor studies, traffic code regulation, traffic signal design and timing, etc. for safe and efficient movement of traffic on the County Maintained Road System. The ideal candidate loves working in the field and office and is passionate about their work. They will have knowledge and experience in road and bridge inspection, maintenance, design, CA MUTCD, CVC, and programming of projects. Experience in working directly or as part of a team on other related fields such as retaining walls, speed surveys, traffic signs, traffic signal design and timing, bridge rail, guard rail, or storm damage repairs would be beneficial.

Engineers in the Utilities Division plan, organize, and oversee the activities of several critical water and wastewater utility systems of various size and complexity, as well as dams and flood control channels. Utilities Engineers work with field operations staff and identify system needs to help develop projects within a scoped budget and timeline that will improve operational efficiency, maintain system compliance per updated regulations, ensure reliability of the systems, and replace aging infrastructure within the systems. The work further includes Engineering support of the field operations on a continual basis, which includes field site visits to often unseen remote sites at Lake Nacimiento, Lopez Lake, or parts of Los Osos. The rewarding career as a Utilities Engineer helps to solve local water and sewer issues by engaging the communities and other stake holders and participating in collaborative public interaction with advisory boards and outside agencies whom the Division supports.

Engineers in the Water Resources Division manage the development of water supply and flood management technical studies, sustainability plans and public engagement programs in order to understand conditions, set sustainability goals, identify solutions for achieving the goals and facilitate the initial implementation of those solutions. Multi-disciplinary skillsets are needed to provide the technical leadership services of this Division, including both knowledge application of water related engineering, regulatory and hydrology concepts, and application of communication, collaboration and emotional intelligence best practices to facilitate relevant elected official, agency and public engagement.
