Job SummaryLeads, coordinates and provides training to staff on Police Records California Law Enforcement Telecommunications System (CLETS)/National Crime Information Center (NCIC) related work activities. Performs a variety of specialized clerical and technical duties within the Police Records unit.Representative DutiesLeads, coordinates and participates in the work activities of the Police Records Unit.Performs a wide variety of administrative support work to include typing, prooing, filing, computer data entry in the coding and batch control of documents, checking and recording information on records.Transfers, audits and updates data into CLETS/NCIC including serialized or stolen property, vehicles that have been stolen/recovered, stored, impounded, or repossessed, court orders, restraining orders, and missing persons and their personal information and identifying marks.Performs data entry and processing of criminal complaints, citations, warrants, police reports and other related materials. Inputs data from hardcopy reports into the Records Management System using uniform codes.Receives and processes subpoena and background requests.Processes and seals criminal histories when court ordered; processes expungment orders; notifies proper government agencies when process is completed.Processes in-custody packets for court officer including warrant declaration, felonies, and misdemeanors; processes detention forms and deposition forms for court officer; types criminal complaints and submits to court.Accepts payments from the public and various agencies; operates cash register; balances daily cash receipts and cash drawer; prepares bank deposit.Scans a variety of reports into the Records Management System; electronically manages and distributes police report information.Provides other administrative support to the Police Records Supervisor or Manager as required. Performs other duties as developed and mandated by legislation or case law affecting CLETS operating policy.Responsible for all CLETS related duties such as policies, practices and procedures. Conducts CLETS user training and certification programs.Performs other related duties, as assigned.RequirementsKnowledge, Abilities, and Skills:Knowledge of:California Law Enforcement Telecommunications System (CLETS), National Crime Information Center (NCIC), Records Management System and Criminal Justice Information Systems (CJIS) policies and procedures.Pertinent Federal, State and local laws, codes, regulations and guidelines.The California Public Records Act.Uniform crime reporting definitions.Legal terminology and practices involving criminal reports, records maintenance, and local court procedures.Law enforcement telecommunications systems and networks, including internet and intranet networks.Principles of supervision and training techniques.Audit procedures and recordkeeping.Effective customer service techniques.Ability to:Train, lead and coordinate the work of others.Understand and apply appropriate Federal, State and local laws, codes and guidelines.Understand and release reports according to the California Public Records Act.Accurately enter police reports and other legal information into the computer.Prepare clear and concise documents and reports.Adapt to changing techniques and learn functionality of new equipment and systems.Establish and maintain effective and cooperative working relationships with City employees and the public.Provide effective customer service.Maintain confidentiality of records information.Provide instruction and assistance in using law enforcement telecommunication databases and other applications.Skill in:Using a personal computer and applicable software applications.Communicating effectively both orally and in writing.Education, Training and Experience:High school graduation or the equivalent.Three years of recent, paid work experience performing police records support activities. At least two years of the recent experience must have included direct experience as a CLETS Access Operator.Experience coordinating or providing training to others is highly desirable.Licenses and Certificates:Possession of a valid CLETS full access operator certificate.
