Job Description

The Department of Technology is seeking an experienced Senior ITProject Manager to manage an array of initiatives related to modernizing IT technology applications and infrastructure.

This is part of a portfolio of complex, high-risk, high-cost projects that meet the fast-growing business needs of the City. The program has numerous interdependencies, as it involves transitioning application workloads to modern solutions such as cloud computing, solving business problems with SAAS solutions, optimizing data centers, modernizing network, WiFi, and VoIP infrastructure, and ensuring top-notch Cyber security.

The Senior ITProject Manager will collaborate with and lead matrixed teams from many disciplines, as these projects impact every aspect of IT technology.

This individual will be a self-starter, excellent communicator, outstanding motivator, a people leader, and deals well with ambiguity. Above all the person is expected to be a formidable collaborator across multiple technology and business stakeholders, leadership, vendor partners and team members.

The position requires proven experience to master and incorporate project and portfolio management best practices. This position requires previous experience on mission critical cross functional projects, as well as expert knowledge on project/program tools and methodologies (software and systems development lifecycle), metrics, stage gates, scheduling, financials, cost-benefits, continuous planning, resource supply/demand and processes.

  • Ensure project aligns with agreed-to strategies to achieve objectives;
  • Translate objectives into action and prioritize work;
  • Develop business cases and project charters;
  • Experience preparing critical path analysis, schedules, budgets, and staffing plans;
  • Proven track record in leading cross functional projects to successful outcomes that compel constituents to act;
  • Demonstrated track record of good decision making and exercising sound judgment;
  • Define project staffing needs and allocate them as required to reach project objectives;
  • Direct and evaluate the work of project staff;
  • Determine budgetary requirements to maintain the project, make recommendations on the annual budget, present to funding committees;
  • Prepare and present to leadership, committees, and client departments;
  • Maintain relationships and represent the project in contact with other City agencies;
  • Coach junior project staff where necessary;
  • Self-motivated, takes ownership, results-oriented, and detail-oriented;
  • Embraces working in a culture where receiving and providing feedback is valued;
  • Strong professional ethics, transparency, and accountability;
  • May be assigned as a Disaster Service Worker, as required.

Qualifications

1A. Possession of a bachelor's degree in Computer Science, Information Technology, Policy, Business Administration with Technology Focus or other related field;

AND

1B.

Four (4) years of experience implementing and managing integrated information systems projects;

OR

2. Eight (8) years of experience implementing and managing integrated information systems projects.
